The purpose of this Notice of Funding Opportunity (NOFO) is to solicit applications from non-federal parties from which the Bureau of Reclamation (Reclamation) and U.S. Fish and Wildlife Service (USFWS) will issue awards of grants or cooperative agreements through The Central Valley Project Conservation Program (CVPCP) and the Central Valley Project Improvement Act (CVPIA) Habitat Restoration Program (HRP).

Details:

The CVPCP and HRP implement actions intended to protect, restore, and enhance special-status species (excluding fish) and their habitats that have been affected by the operation of the Central Valley Project (CVP) and implementation of the CVPIA, with a special emphasis on federally listed species. The main objectives of the programs are to: (1) protect and restore native habitats impacted by the CVP, (2) stabilize and improve populations of native species impacted by the CVP, and (3) assist with the recovery of federal- and state-listed species whose populations have been impacted by the CVP.

The CVPCP and HRP fund a variety of actions to improve conditions for species and habitats impacted by the CVP, recognizing that a balanced set of actions is needed to meet program objectives. Emphasis is placed on certain kinds of activities considered critical to species’ protection and recovery. Applications for land protection, habitat restoration, research, and captive propagation and/or reintroduction projects will be considered for funding.

  • Land Protection: Protection of species or existing habitats impacted by the CVP through the purchase of fee title acquisition, conservation easements, and potentially other forms of protection on lands where threats to these lands are significant. At least 50 percent of available funding will be targeted towards this category of activity. Neither the CVPCP nor the HRP can fund a protection project that would result in mitigation credits for the grant recipient or the landowner.
  • Habitat Restoration: Restoration of CVP impacted habitats where restoration actions would markedly improve conditions for impacted species. Neither the CVPCP nor the HRP can fund a restoration project that would result in mitigation credits for the grant recipient or the landowner.
  • Research: Research addressing status and habitat needs to facilitate listed species recovery.
  • Captive Propagation and/or Reintroduction: Captive propagation and/or reintroduction of listed species in order to increase numbers of individuals in a population.

Funding Information

  • Award Ceiling: $1,000,000
  • Award Floor: $25,000

Length of Projects

The length of projects will vary by award, the length of time generally being as requested in the project schedule in the application and as outlined in the scope of the financial assistance agreement signed by award recipients and the awarding agency.

  • The maximum length of award for financial assistance agreements is 5 years from the date of execution of the award for Reclamation agreements.
  • The maximum length of award for USFWS agreements if 4 years.

Eligibility Criteria

  • Applicant Eligibility for HRP:
    • Eligible applicants for HRP include State of California or an agency or subdivision thereof, Indian tribes, or nonprofit entities concerned with restoration, protection, or enhancement of fish, wildlife, habitat, or environmental values that are able to assist in implementing any action authorized by the title in an efficient, timely, and cost effective manner, [Section 9404(e) of PL 102-575, Title XXXIV] for Central Valley Project Improvement Act Habitat Restoration Project (HRP).

    • Eligible applicants for CVPCP are any non-federal entity.
