Details:

The purpose of the CORC treatment program is to establish or operate comprehensive treatment and recovery centers that provide a full spectrum of treatment, harm reduction, and recovery support services either directly, through referral, or through contractual arrangements to address the opioid epidemic and ensure access to all three FDA-approved medications for Opioid Use Disorder (MOUD). The population of focus includes individuals who are not covered by public or commercial health insurance programs, individuals for whom coverage has been formally determined to be unaffordable, or for services that are not sufficiently covered by an individual’s health insurance plan.

Allowable Activities

Allowable activities are an allowable use of funds but are not required. Allowable activities may include:

  • Implementing evidence-based treatment approaches and practices that are relevant for the population(s) of focus, in addition to those outlined in “Required Activities” .
  • Training peer recovery coaches.
  • Training/workforce development activities to support staff retention.
  • Providing support services for children of program participants.
  • Developing and implementing tobacco cessation programs, activities, and/or strategies.
  • Implementing Culturally and Linguistically Appropriate Services in Health and Health Care (CLAS) training to staff at multiple levels: system, community, and clinic
  • Implementing efforts that may expand diversity equity, inclusion, and accessibility.
  • Using data to understand who is served and disproportionately served and how the program is impacting the underserved population as defined by HHS3 (e.g., overserved or underserved).
  • Developing and implementing outreach and referral pathways that engage all demographic groups representative of the community.

  • Estimated Total Available Funding: Up to $1,430,000
  • Estimated Award Amount: Up to $850,000
  • Length of Project Period: Up to 4 years

Eligible Applicants

Eligibility is statutorily limited to domestic nonprofit organizations which provide substance use disorder treatment and other services for individuals with a substance use disorder.

General Eligibility Information

There are many types of organizations generally eligible to apply for SAMHSA funding opportunities. However, eligibility is strictly tied to the statutory authority governing this award. Please be sure to double check the NOFO for eligibility. Eligibility for this NOFO may include the following:

Government Organizations

  • State governments and territories
  • County governments
  • City or township governments
  • Special district governments
  • Native American tribal governments (federally recognized)
  • Native American tribal governments (other than federally recognized)
  • State-Recognized Tribes

Other Tribal Entities

  • Tribal organizations
  • Consortia of tribes or tribal organizations
  • Urban Indian Organizations

Education Organizations

  • Independent school districts
  • Public and state-controlled institutions of higher education
  • Private institutions of higher education
  • Education agencies/authorities serving children and youth residing in federally recognized American Indian/Alaska Native (AI/AN) tribes

Non-profit Organizations

  • Non-profits having a 501(c)(3) status with the Internal Revenue Service (IRS), other than institutions of higher education
  • Non-profits that do not have a 501(c)(3) status with the IRS, other than institutions of higher education, including entities with 501(c)(4) status (civic leagues, social welfare organizations, and local associations of employees) and 501(c)(5) status (labor organizations).

Please note: For-profit organizations and foreign entities are not eligible to apply for SAMHSA awards.
