The Office of Refugee Resettlement (ORR) within the Administration for Children and Families (ACF) invites the submission of applications for funding for the Direct Services for Survivors of Torture (DS SOT) Program, with the aim of helping survivors and their families to overcome the severe, pervasive, and long-lasting effects of torture and to achieve sustained physical, social, emotional, and economic well-being.

Objectives

The primary objective of the DS SOT Program is to increase survivors’ access to and engagement with effective, holistic, strengths-based, trauma-informed, and culturally and linguistically appropriate services. For the purpose of this NOFO, holistic services are defined as including medical, psychological, legal, and social work services to address the physical, psychological, social, and spiritual effects of torture on survivors and their families. ORR-funded programs (recipients) must provide all these services either directly or through a combination of direct and indirect services provided via partnerships and/or affiliations.

The second objective of the DS SOT Program is to maintain and grow a strong and sustainable national network of culturally responsive specialized service providers to assist torture survivors and their families in the healing and recovery process so that they can attend to their health, build effective support networks, and function as active members of their communities.

  • Native American tribal governments (Federally recognized)
  • County governments
  • Public housing authorities/Indian housing authorities
  • For profit organizations other than small businesses
  • Nonprofits that do not have a 501(c)(3) status with the IRS, other than institutions of higher education
  • Independent school districts
  • Small businesses
  • State governments
  • Special district governments
  • Nonprofits having a 501(c)(3) status with the IRS, other than institutions of higher education
  • City or township governments
  • Public and State controlled institutions of higher education
  • Private institutions of higher education
  • Applications from individuals (including sole proprietorships) and foreign entities are not eligible and will be disqualified from competitive review and funding under this funding opportunity.
  • Faith-based and community organizations that meet the eligibility requirements are eligible to receive awards under this funding opportunity.
  • Faith-based organizations may apply for this award on the same basis as any other organization, as set forth at and, subject to the protections and requirements of 45 CFR Part 87 and 42 U.S.C. 2000bb et seq., ACF will not, in the selection of recipients, discriminate against an organization on the basis of the organization’s religious character, affiliation, or exercise.
