The U.S. Department of Justice (DOJ), Office of Justice Programs (OJP),Office of Juvenile Justice and Delinquency Prevention (OJJDP) seeks applications for funding to support states’ and counties’ implementation of innovative and/or research-based, data informed recidivism-reduction policies, practices, and programs across multiple juvenile justice system components and disciplines, and sustainable strategies for reinvesting resulting costs saved or averted into effective juvenile justice prevention and intervention programs.

Details:

OJP is committed to advancing work that promotes civil rights and racial equity, increases access to justice, supports crime victims and individuals impacted by the justice system, strengthens community safety and protects the public from crime and evolving threats, and builds trust between law enforcement and the community.

Applicants must describe how their proposed project/program will integrate and sustain meaningful youth and family partnerships into their project plan and budget. Depending on the nature of an applicant’s proposed project, youth and family partnership could consist of one or more of the following:

  • Individual-level partnership in case planning and direct service delivery (before, during, and after contact with youth-serving systems).
  • Agency-level partnership (e.g., in policy, practice, and program development, implementation, and evaluation; staffing; advisory bodies; budget development).
  • System-level partnership (e.g., in strategic planning activities, system improvement initiatives, advocacy strategies, reform efforts).

Goals

The goal of this program is to support states and counties to implement innovative or research-based recidivism-reduction policies, practices, and programming, and strategically reinvest resulting costs saved or averted into effective prevention and intervention programs. The proposed system reforms should derive from a system improvement strategy shaped by a process that engages stakeholders across youth- serving agencies and disciplines, and includes rigorous data analysis. Juvenile justice systems should help prevent reoffending through the use of trauma-informed interventions rooted in knowledge about adolescent development. Jurisdictions should identify their own priorities for juvenile justice system reform within the justice reinvestment framework.

Objectives 

Objectives include conducting intensive and objective agency-spanning data analysis; engaging all relevant stakeholders in the process and building the collaboration necessary to examine data on a statewide level while considering all aspects of the justice system, including local perspectives; crafting and implementing innovative, data driven approaches to improving public safety, contemplating policies to reduce offending, recidivism, and costs; identifying and aligning state and local resources to meet those ends; implementing and testing the proposed responses; measuring outcomes and program performance; and developing and implementing a sustainable strategy for reinvesting resulting costs saved or averted into proven, effective youth justice programs and services.
