Goals

  • Category 1: Family-Based Alternative Justice Program 
    • The goal of programs funded under Category 1 is to establish new and enhance existing familybased alternative justice programs for parents/primary caregivers in the criminal justice system to improve child, parent, and family outcomes. The anticipated outcomes of these programs include increasing family preservation, stabilizing families, improving parental attachment, increasing healthy child development, preventing children from entering the foster care and juvenile justice systems, improving parenting skills, reducing the likelihood of future involvement in the criminal justice system, and reducing the financial impact on the criminal justice and/or child welfare systems.
  • Category 2: Family-Based Alternative Justice Training and Technical Assistance
    • The goal of the training and technical assistance provider funded under Category 2 is to assist new and enhance existing family-based alternative justice programs in the development and implementation of improved program practices for increased program effectiveness and longterm participant success. OJJDP envisions that the training and technical assistance (TTA) provider will assist OJJDP-funded new and existing family-based alternative justice programs that propose enhancements with individualized goals of building and maximizing local capacity around effectively identifying and assessing eligible participants; ensuring participants receive targeted research-based services; implementing consistent, efficient, and effective case planning, monitoring, and supervision procedures; enhancing the provision of treatment and support services; and assisting in collecting and reporting on performance measures to identify and assess success, gaps, and trends in case processing and service delivery.

Objectives

  • Category 1: Family-Based Alternative Justice
    • The objectives are to develop and implement family-based interventions with a parent and youth component that support and serve justice-involved parents/caregivers and their children, expand the understanding of the scope and impact of parental/caregiver incarceration, and test the efficacy of these interventions and models in mitigating the harmful impacts of incarceration on children and their families to begin to develop promising practices.
  • Category 2: Family-Based Alternative Justice Training and Technical Assistance
    • The overall objective of Category 2 is to provide family-based alternative sentencing program practitioners with TTA that will develop, maintain, and enhance their program. The TTA provider will be expected to work closely with OJJDP-funded programs and the field to help them achieve project goals and deliverables.

  • Category 1 anticipated maximum amount: $750,000
  • Category 2 anticipated maximum amount: $1,000,000

  • Public– and state-controlled institutions of higher education
  • County governments
  • Native American Tribal organizations (other than federally recognized Tribal governments)
  • Native American Tribal governments (federally recognized) Nonprofits having a 501(c)(3) status with the IRS, other than institutions of higher education
  • Nonprofits that do not have a 501(c)(3) status with the IRS, other than institutions of higher education
  • Private institutions of higher education
  • For-profit organizations other than small businesses
  • Small businesses

Category 2: Family-Based Alternative Justice Training and Technical Assistance 

  • Public- and state-controlled institutions of higher education
  • Nonprofits having a 501(c)(3) status with the IRS, other than institutions of higher education
  • Nonprofits that do not have a 501(c)(3) status with the IRS, other than institutions of higher education
  • Private institutions of higher education
  • For-profit organizations other than small businesses
  • Small businesses
