Details:

Recognizing that there are limited funding sources available for non-profit entities to make substantial repairs or improvements, the intent of this Notice of Funding Opportunity (NOFO) is to support meaningful, impactful improvement of non-profit facilities which serve the community.

Projects sought under this NOFO should clearly demonstrate positive impacts for both the surrounding neighborhood and broader community. Impacts identified may include both physical improvements to the surrounding area related to construction/improvement of the building or facility, as well as how the improvements will provide benefits for the broader community.

Program Priorities

This funding opportunity is intended to assist local agencies in funding significant, transformational projects that help neighborhoods and provide long-term benefits to the neighborhood. A goal of the program is to enable high-impact projects needing significant upfront investments to achieve long-term goals.

The following priorities shall be used in evaluation of submissions under this NOFO:

  • Financial need and leverage of outside funding sources.
  • Project will create significant and meaningful impact for the neighborhood in which the building/facility is located, as well as the broader Beloit community.
  • Be able to begin construction no later than November 1, 2023, and conclude no later than June 30, 2026.
  • Project supports efforts to recover from the negative impacts of the COVID-19 pandemic.
  • Project would enable better outcomes for individuals.

Funding Information

  • Minimum Request Amount $200,000
  • Maximum Request Amount: $800,000
  • Grant Period of Performance: June 1, 2023 – June 30, 2026

Eligible Expenses

Eligible expenses under this RFP include:

  • Direct construction costs for the improvement of non-profit building and facilities located within the City of Beloit shall be eligible under this NOFO.
  • Up to fifteen percent (15%) of the total grant award may fund design and engineering expenses. Design and engineering service contracts must be competitively bid.
  • Subrecipients may request an advance on up to ten percent (10%) of the total grant award for design and engineering services.

Eligible Projects

Eligible projects may include building and facility improvements for non-profits located and operating within the City of Beloit.

To be considered for funding under this Notice of Funding Opportunity (NOFO), eligible projects will:

  • Be able to begin construction no later than November 1, 2023, and conclude no later than June 30, 2026.
  • Create significant positive impacts on the surrounding neighborhood and broader community.
