With this solicitation, NIJ seeks proposals to support the Law Enforcement Advancing Data and Science (LEADS) Scholars Program, an ongoing NIJ program designed to increase the in-house research capabilities of law enforcement agencies by building data and research skills of individuals employed by and engaged with these agencies. The LEADS Scholars Program advances evidence-based policing by supporting the development of research-minded law enforcement professionals and their academic partners through travel, training, research support, and partnership opportunities.
Goals
NIJ’s primary goal in releasing this solicitation is to enhance law enforcement professionals’ capacities to collect and analyze data; enhance capacities to conduct research that answers key questions and produces evidence; and increase the utilization of research and evidence to better inform policies and practices.

NIJ’s primary objective in releasing this solicitation is to make an award to a qualified entity to continue supporting the Law Enforcement Advancing Data and Science (LEADS) Scholars Program.

Foreign governments, foreign organizations, and foreign colleges and universities are not eligible to apply. Federal agencies are eligible to apply. (Any award made to a federal agency will be made as an inter-agency reimbursable agreement.)
For the purposes of this solicitation, “state” means any state of the United States, the District of Columbia, the Commonwealth of Puerto Rico, the Virgin Islands, Guam, American Samoa, and the Commonwealth of the Northern Mariana Islands.
