The goal of the Youth Justice and Mental Health Collaboration Program is to increase public safety by facilitating cross-system collaboration among youth justice, mental health, and substance use treatment agencies to improve response and outcomes for justice-involved youth with MHDs and MHSUDs.
The objectives are to develop and implement a cross-system collaborative relationship to improve public safety and youth outcomes for preliminarily qualified justice-involved youth with MHDs and MHSUDs.
Funding Information
- Anticipated total amount to be awarded under this solicitation: $4,000,000.
- Anticipated maximum dollar amount per award: Awards will be up to $650,000.

Eligibility Criteria
The following entities are eligible to apply:
- State governments
- Special district governments
- City or township governments
- County governments
- Native American Tribal governments (federally recognized)
- Public- and state-controlled institutions of higher education
- Agencies with a different legal status (e.g., nonprofit or for-profit mental health agencies) are eligible to apply only if they meet the following two requirements: (1) the applicant is designated by the state mental health authority to provide services as a unit of the state or local government and (2) the applicant must attach documentation to support this designation.
For the purposes of this notice of funding opportunity, “state” means any state of the United States, the District of Columbia, the Commonwealth of Puerto Rico, the Virgin Islands, Guam, American Samoa, and the Commonwealth of the Northern Mariana Islands.
