Through a competitive-process, Outagamie County is offering grants for workforce development initiatives targeted at benefitting Outagamie County residents and employers.

Details:

Specifically, Outagamie County is focused on activating untapped talent pools including but not limited to residents who are new to the area (e.g., legal migrants and immigrants), honorably discharged and retired military personnel, rehabilitated individuals with prior justice system involvement, recent graduates, retirees, and individuals with health conditions or impairments.

  • Households that experienced increased food or housing insecurity
  • Households that qualify for the Children’s Health Insurance Program, Childcare Subsidies through the Child Care Development Fund (CCD) Program, or Medicaid

SLFRF may be used to address the negative impacts of the pandemic on the County’s workforce and employers to benefit impacted or disproportionately impact households meeting the following definition:

  • Low- or moderate-income households or communities
  • Households that experienced unemployment

Funding Information

$1,000,000 is available through this program. The minimum funding request is $100,000 per application and the maximum funding request is $1,000,000.

Eligibility and Use of Funds

Private businesses, institutes of higher-education, workforce development boards, labor unions, and non-profit organizations are invited and eligible to apply for funding through this program. Note, if awarded to a private business or a for-profit organization, ARPA funds are considered taxable income.

Applicants are eligible to apply for funding to design, extend, improve, expand, and/or implement a workforce development program. The Workforce Development grant may include assistance to individuals who want and are available for work including:

  • Job training and accreditation programs
  • Public jobs programs and fairs
  • Support for childcare and transportation to and from a jobsite or interview
  • Incentives for newly employed workers
  • Subsidized employment
  • Grants to hire underserved workers
  • Assistance to unemployed individuals to start small businesses
  • Development of job and workforce training centers

The Workforce Development Program proposed by the Applicant should intend serve or provide assistance to individuals who are willing and available to work. The proposed program must only serve individuals who are considered eligible per the U.S. Treasury Department. Further, individuals served by funding under this program must satisfy at least one of the three following requirements:

  • Reside in Outagamie County.
  • Work for an Outagamie County employer or obtain a hiring commitment/contingent hiring commitment from an Outagamie County employer prior to participation in the program.
  • Receive workforce assistance, as outlined above, from an Outagamie County-based organization or at a training facility located in Outagamie County.
