Details:

The goal of this Request for Applications is to minimize the impact of power outages on the operations of community resilience hubs by encouraging the installation of solar and battery energy storage systems (BESS).

The purpose of this grant is to reduce the impact of power outages on the operations of community resilience hubs in the District that provide essential services, such as medication storage, cell phone charging, and other services to low- to moderate-income residents in Ward 7, the most climate-impacted Ward in the District.

Project Outcomes

  • Increased access to electricity for LMI residents during power outages.
  • Maximized benefits of solar energy for regular operations of a resilience hub.
  • Increased amount of local solar energy storage capacity.
  • Increased resilience of a community-serving facility.
  • Reduced GHG (Greenhouse gases) emissions.

Project Outputs

  • Deliver at least 30kWh of energy storage when commissioned and operated.
  • Use solar-generated electricity from the solar PV system to meet at least 30% of the Resilience Hub’s annual electric usage.
  • Report at least 30% electricity cost savings.
  • Train individuals as needed to manage the microgrid.
  • Provide at least 48 hours of uninterrupted energy during an outage.
  • Maintain at least 52 full battery discharges per year.
  • Create a fully constructed and interconnected microgrid system.
  • Offer quarterly exhibit tours for DOEE staff and other persons interested in the project.

The amount available for the project is approximately $540,000.
