This application offers an opportunity to non-profit Community Housing Development Organizations (CHDO) developers who desire to construct affordable rental housing units for the purpose of increasing the supply of long-term rental housing for low-income seniors, workforce households, and/or households experiencing or transitioning out of homelessness in Titusville.

Details:

Eligible use of funds shall include new construction or reconstruction activities that seeks to address the lack of affordable housing for low-income seniors, workforce households, and/or household experiencing or transitioning out of homelessness in the city of Titusville.

The ARPA program gives the City flexibility to design programs/services in responding to COVID-19 or the negative economic impacts of the COVID-19 public health emergency, and to address an economic harm resulting from or exacerbated by the public health emergency.

In order to alleviate the immediate economic impacts of the COVID-19 pandemic on housing insecurity, while addressing conditions that contributed to poor public health and economic outcomes, namely concentrated areas with limited economic opportunity and inadequate or poor-quality housing, the City desires to increase the supply of affordable high-quality housing units, with an emphasis on its senior, workforce, and homelessness populations.

The City has determined that its low-income residents and certain populations were impacted by and/or faced disproportionate impacts of the COVID-19 pandemic and desires to develop affordable housing targeted to these households by increasing the availability of affordable high-quality rental housing units.  The City is seeking applications from experienced and qualified Community Housing Development Organizations (CHDO) for such purpose.

Eligible Activities

New construction, reconstruction, or any combination thereof, and that has been awarded funding through and meets the federal HOME Investment Partnership Grant Program or the Florida Housing Finance Corporation Low-Income Housing Tax Credit Program.

Eligibility Criteria

  • A qualified Community Housing Development Organization (CHDO), proposing to reconstruct or construct, and/or any combination thereof, for the purpose of providing affordable rental housing dedicated to seniors, workforce, and/or homeless households.
  • The applicant/developer, at time of award, must be in good standing with the federal government, state, county, and City.
