Primary components of proposals should support underserved businesses and businesses in all stages of development. Proposals also should contain one or more of the following: a creative grant program, technical assistance, and/or new or innovative concepts to assist small business.
State economic development dollars will be allocated to programs that accelerate the creation of new small businesses and aid the recovery and growth of existing small businesses during the next five years.
The state is seeking proposals from nonprofit organizations to design, implement and administer their programs that will accomplish the above objectives.
While program designs and guidelines are at the discretion of individual proposers, proposals should include support for startup businesses and one or more of the following: new or innovative concepts to fuel small business growth; technical assistance; or a creative grant programs (e.g. matching grants, startup grants), with at least 50% of the funding directed to minority- woman-, disabled- and veteran-owned businesses, and businesses located in distressed municipalities.

Eligibility Criteria
To qualify for a contract award, a proposer must have the following minimum qualifications:
- A nonprofit organization in operation at least 1 year;
- An understanding of Connecticut’s small business climate;
- A working relationship with the state’s small businesses and a proven track record in one or more of the following areas:
- Providing technical assistance;
- Administering grant programs; or
- Administering other specialized small business assistance programs.
- Strong performance in assisting small businesses in varying stages of development.
