Submit Applications for CDBG Public Facilities Program in Wisconsin

Details:

To be eligible for funding through the CDBG – PF program:

  • The proposed project must be consistent with the State’s current CDBG program goals, included in the Annual Action Plan:
    • Ensuring the affordability of basic services that enhance community vitality;
    • Promoting improved housing and economic opportunities for low- and moderateincome (LMI) households;
    • Supporting revitalization of established neighborhoods, downtown business districts and blighted sites;
    • Assisting with capital improvement projects that support previous planning efforts and are part of broader community development strategies;
    • Improving accessibility to public facilities;
    • Encouraging the use of energy efficient design, retrofitting, and equipment, as well as projects that benefit bicyclists and pedestrians; and
    • Responding to natural and man-made disasters or catastrophic events.

Funding Information

Under the State’s CDBG-PF Program, the Department of Administration’s Division of Energy, Housing and Community Resources will award grants up to a 2:1 ratio (i.e. maximum $2 CDBG for every $1 Grantee Match) toward the total project cost, up to a maximum $1,000,000 award. [$6,000 or up to 1.5% (a maximum of $15,000), whichever is greater, of the awarded CDBG-PF grant funds may be used for administration purposes.]

Eligibility Criteria

  • CDBG funds must be used to primarily benefit low-to-moderate income (LMI) individuals.
  • Environmental reviews (ERRs) must be completed.
  • Federal and state acquisition and relocation regulations apply.
  • Municipality must have a public hearing on the proposed use of CDBG funds. A second hearing must be held towards or at the end of the project, documenting the results of the project.
  • If an award is made, the community must undertake at least three activities to support fair housing during implementation of the project.
  • Municipalities have financial obligation to repay CDBG funds if the project does not meet a national objective.
  • Davis-Bacon and Related Acts labor standards apply to projects with a construction cost exceeding $2,000.
  • Eligible projects may include:
    • Community and Senior Centers
    • Libraries
    • Fire stations
    • Accessibility improvements
    • Water towers, wells, and water systems
    • Street, curb, and gutter improvements
    • Wastewater treatment and sanitary sewer systems
  • Projects NOT eligible for PF grants:
    • General maintenance
    • Buildings for the general conduct of government
    • Political activity
