Call to Artists – Street Barrier Beautification 2023 (Maine)

Calling all artists! The Town of Kittery is inviting artists and/or designers to project their imagination and creativity onto concrete barriers used in the Foreside and other areas throughout town, to transform them into public art.

Details:

Due to the strong support from residents and the Foreside business community, the Town of Kittery (“Town”) seeks again to reconfigure segments of its roadway and walking areas within the Foreside to foster opportunities for local businesses to accommodate more patrons safely, by permitting businesses to extend their customer space onto adjacent sidewalks. To achieve this, the Town will place concrete barriers along certain streets to protect pedestrians, patrons and motorists as they travel through the Foreside. To create a more vibrant streetscape in the Foreside, the Town is calling on artists to beautify the concrete barriers with public art.

Artists and designers interested in contributing to this public art effort are encouraged to complete the Street Barrier Beautification Application, to propose their creative design ideas for the barriers.

Site Specifications

The dimension of a barrier is approximately 8 feet in length and 3 feet in height. The applicant shall indicate their desired number of barriers to be painted and their desired location for installation. The Town shall assign each barrier and installation location to selected applicants; therefore, all applicants must be willing to adapt their conceptual design to a particular location.

Barriers will be painted at the Kittery Resource Recovery Facility before installation.

Selection Criteria

The Town shall review all submissions based on the following criteria:

  • proposed design is aesthetically appropriate in the public realm on public property; and
  • past artwork demonstrates proficiency in design;
  • proposed design highlights Kittery, its local assets, businesses, and community

Design Considerations

All applications shall include the following:

  • A design concept that:
    • considers the uneven surface conditions of the concrete barriers;
    • considers the function of the barrier as a protective divider within the public realm;
    • is solely the result of the artistic effort of the applicant;
    • is unique, original and does not infringe upon any copyright or the rights of any person;
    • is positive and supportive of the local business community or the Kittery community at large.

Project Materials

The Town shall provide the following materials for the applicant to use:

  • paint;
  • paint brushes;
  • stencil paper; and
  • markers

All other approved materials used by the applicant shall not be considered reimbursable by the Town.
