Details: 

The Office of Children and Families (OCF) Adult Education team coordinates adult education programs, resources, and policies for the City of Philadelphia. It works with community partners to promote access to adult education, digital skills training, and a path to job readiness.

The Adult Education Program Support Grants are a one-time funding opportunity to support the adult education ecosystem and their learners. The grants are for Adult Education providers who connect adults (16+) with the educational opportunities necessary to improve academic skills (reading, math, writing, and HSE), English language proficiency, civic education, college and career readiness, and digital fluency, allowing them to meet diverse goals as family and community members.

The focus on this grant opportunity is on program facilities and resource that are accessible to students and support all program activities, provide up-to-date technology and learning tools, and promote safety, dignity and respect for students, staff, and the local community.

This includes:

  • The program operates in a safe, welcoming physical space that helps create a student-centered environment and is appropriate for instruction, counseling and student support, outreach, intake, testing, orientation, and all other program activities.
  • The program environment fosters a sense of dignity, community, and “home.” For example, there is community space where students are welcome to spend time together outside of structured activities, and the décor shows images and messages that honor the students’ cultures and inspire learning.
  • The space is clean, comfortable, well-lit, and designed for teaching and learning. Classrooms are equipped with moveable furniture that is easy to configure in multiple ways, storage space, technology tools, heating and air conditioning, white boards, and projectors. A water dispenser is available to staff and students.
  • Program facilities are near public transportation and accessible to people with disabilities.
  • Program staff have adequate office space, dedicated cabinets, and storage to keep their supplies and belongings, and access to common areas such as a lounge and kitchen.
  • If the program space is shared with other programs or services, all program schedules and transitions are well-coordinated for a smooth flow.
  • Learning tools and materials are designed for use by adults, and there are enough books and materials for each student.
  • The program supports language access by translating program information and materials and using visual aids, where possible.

Funding Information

Philadelphia Works may grant anywhere between $5,000 to $25,000 per business depending on the scope of the application.

Criteria

Prior to starting, please confirm you meet the following qualifications:

  • Be operating as an adult education provider within the City of Philadelphia or serving Philadelphia residents. Eligible businesses are limited to Adult Education Providers.
  • Adult Education providers are defined as those providers who offer instruction ranging from basic literacy and numeracy and English for Speakers of Other Languages (ESOL), digital fluency to high school diploma equivalency, civic education, and college and career readiness.
  • In compliance with all local, state, and federal taxes, or be on an approved payment plan or can prove they are in the process of getting on a payment plan
  • Following the 21st Century minimum wage and benefit requirements of Chapter 17-1300 of the Philadelphia Code, to the extent applicable.
  • Have required federal, state, and local licenses and permits to legally operate.
