Applications Open for Connecticut Energy Assistance Program (CEAP)

The Connecticut Energy Assistance Program (CEAP) is designed to help offset home energy costs of Connecticut’s lower income households, specifically those households whose annual income falls at or below 60% of the state median income ($76,465 for a family of four).

Details:

CEAP is funded by the U.S. Department of Health and Human Services’ (HHS) Low Income Home Energy Assistance Program (LIHEAP) block grant; however, at the time of the development of this allocation plan, the funding level for Federal Fiscal Year 2023 has not been released. The estimated budget used in this allocation plan for the operation of LIHEAP for 2023 assumes that the program will be level-funded at the  2022 level of $73 million through Continuing Resolutions and includes an estimated $5.5 million in 2022 LIHEAP carry-forward funds and $400,000 in LIHEAP vendor refunds. for a total budget of approximately $79 million. This constitutes the Department of Social Services’ best estimate of funding that may be available to support the LIHEAP Block Grant Allocation Plan (“the Plan”).

Funding Information

Basic benefits towards your heating bill range between $250 to $600 depending on your income level, household size and whether there is a vulnerable member in the household.

Who Is Eligible

  • Your household may be eligible for CEAP if each of you can answer YES to the following questions. As a reminder, your household includes every person who lives in your home (including your children, spouse, grandparents, roommates, etc.):
    • Are you a Connecticut resident?
    • Do you or anyone in meet one of the following income guidelines?
    • If you or any person in your household receive any of the following benefits: Supplemental Nutrition Assistance Program (SNAP), Temporary Family Assistance (TFA / TANF), Supplemental Security Income (SSI), State Supplement for the Aged, Blind, and Disabled (State Supp), Refugee Cash Assistance, or
    • Your annual household income falls at or below the income levels in the table (i.e. 60% of the state’s median income)

      • 3: $64,230
      • 4: $76,465
      • 5: $88,699
      • 6: $100,933
      • 7: $103,227
      • 8: $105,521.
    • Do you have a Social Security Number? Almost every applicant is required to provide a Social Security Number for each member of their household.
