The focus of this program is reinvestment in Indianapolis neighborhoods of color to counteract the devastating damage caused by foreclosure and alleged discrimination in the maintenance and marketing of those properties. Accordingly, funds under this grant program must be used for programs and/or services that promote homeownership, neighborhood stabilization, property rehabilitation, and development in communities/neighborhoods of color.
The FHCCI is accepting applications from nonprofits in the following program areas:
- Housing Rehabilitation: Examples could include rehabilitation of vacant or abandoned housing for sale or rent; new construction; housing repairs and/or accessibility modifications for those who are at or under 80 to 120% AMI; or other new, innovative projects. Any new construction or significant rehab proposals of single-family properties must include visitable features to advance accessibility for those with disabilities or with mobility barriers.
- Neighborhood Stabilization – General: Examples could include projects to stabilize housing choice for future or current residents; projects which help people remain in owner-occupied housing through assistance with needed repairs; assistance with initial rental deposits or initial rent for low-income individuals and/or those at risk of homelessness; assistance with property tax relief; providing housing-related services; or other new, innovative projects
- Neighborhood Stabilization – Quality of Life: Examples could include modifying a vacant lot into a pocket park or urban garden; adding accessible playground equipment for those with disabilities in parks; repairing neighborhood recreational trails or adding accessible features/routes for those with disabilities; public arts projects promoting fair housing; neighborhood beautification projects; or other new, innovative projects.
Funding Information
Proposals in this category may be for any amount up to $50,000 for a project of up to 12 months.
Eligibility Criteria
- Grants are awarded at the FHCCI’s discretion for projects/programs that are consistent with the FHCCI’s mission and target the funding purpose for this program. Only organizations that are tax exempt under Section 501(c)(3) of the Internal Revenue Code will be considered. All applicants must meet the grant application criteria.
- Only one application per organization is permitted.
- Those organizations who have already received a grant from the FHCCI through the Fannie Mae distribution in Phase I are not eligible to apply for Phase II funding. These grantees are Family Promise of Greater Indianapolis, Martindale Brightwood Community Development Corporation, and NeighborLink Indianapolis.
Proposals must target or work in Indianapolis neighborhoods or census tracts identified in the 2019 Census estimates or the 2020 Census as being 60% or more nonwhite. - Organizations that already receive significant and consistent funding for similar projects are discouraged from applying. The FHCCI seeks to fund projects where there are currently funding gaps or lack of adequate funding.
- Applications are encouraged to be project-specific; however, general operating support applications will also be considered if outcomes can be adequately identified.
- Any homeowner repair projects may NOT be liens upon homeowners assisted – must be provided without cost to the homeowner assisted or be grants or forgivable grants of no more than 5 years.
- Visitability features include, but are not limited to, zero-step entrances, proper door width, and an accessible bathroom on the main level. Visitable units must comply with the Type C unit criteria in ICC A117.1 Section 1005.
