To get help

You must meet income guidelines (150% of federal poverty guidelines; see below).

  • You do NOT need to receive public benefits.
  • You do NOT need to have an unpaid heating bill.
  • Your heat can still be on.
  • You can rent or own your home.
  • You must apply again this year, even if you received LIHEAP last year.

LIHEAP income limits

(150% of the federal poverty guidelines)

  • Household of 1 – income limit of $1,698 per month, or $20,385 per year
  • Household of 2 – income limit of $2,288 per month, or $27,465 per year
  • Household of 3 – income limit of $2,878 per month, or $34,545 per year
  • Household of 4 – income limit of $3,471 per month, or $39,750 per year
  • Household of 5 – income limit of $4,058 per month, or $48,705 per year
  • Household of 6 – income limit of $4,648 per month, or $55,785 per year
  • Household of 7 `- income limit of $5,238 per month, or $62,865 per year
  • Household of 8 – income limit of $5,828 per month, or $69,945 per year
  • For every additional person, add $590 per month, or $7,080 per year.

Certain income is not considered when calculating household income to determine LIHEAP eligibility, including but not limited to:

  • SNAP benefits (Supplemental Nutrition Assistance Program, or food stamps)
  • Medicare premiums deducted from social security benefit payments
  • Wage earnings of a dependent child under age 18
  • Income tax refunds
  • Cash or in-kind assistance with heating costs provided by private or public agencies or utility companies.

Funding Information

LIHEAP has cash & crisis grants (you can get both)

Cash grants

  • $300-$1,000 to pay heating bills. One-time payment, usually sent directly to the utility company/fuel provider. ‘
  • Eligibility: Income; home heating responsibility; responsible for primary or supplemental heat; includes renters who pay for heat as part of rent, even without a utility account; Pennsylvania resident.

Crisis grants

  • $25-$1,000 to help in an emergency, if you might lose your heat. Call County Assistance Office. You can get more than one crisis grant, up to $1,000. For broken heating equipment or leaking lines; lack of fuel; shut-off; danger of being without fuel (less than a 15 day supply); danger of having utility service terminated (you’ve received a notice that service will be shut off within the next 60 days).

Homeowners and Renters from Bucks, Chester, Delaware and Montgomery counties can get help with winter heating bills.
