The purpose of this program is to foster greater economic development activity in Texas by encouraging and enabling high-growth, Texas woman-owned, small businesses to grow and expand their established small business. This grant is created to support innovation, job creation and retention, and high-growth entrepreneurship.
Preference is given to businesses focused on these industries:
- Information Technology – hardware, software, and technology-enabled services
- Life Sciences – pharmaceuticals, diagnostic and medical devices
- Clean Energy – energy generation, management, and storage
- Advanced Manufacturing – materials, processes, or equipment

Eligibility Criteria
Eligible businesses must satisfy all of the following conditions:
Existing Texas women-owned businesses (at least 51% directly owned and controlled by one or more women who are U.S. citizens or permanent residents) with 3-20 full-time employees. The business must have been woman-owned on January 1, 2022, or before.
- The business owner must reside in Texas.
- Business must have been legally formed for at least 2 years.
- The business must be a for-profit corporation, partnership, LLP or LLC, or sole proprietorship. Not-for-profit corporations or similar nonprofit entities are not eligible.
- The business must have 3-20 full-time employees.
- If the business or business owner owns the premises from which the business operates, all property taxes must be current.
- All sales, payroll, and other taxes must be current.
- Business must be located and/or operated within the state of Texas.
- The business, business owner, and the applicant must not be involved in any pending or current litigation.
- The business, business owner, and applicant are operating with all required permits and licenses and are conforming to all required laws.
- The business owner must not have any felonies or convictions for a crime of dishonesty or breach of trust.
- The business, business owner, or principals of the company may not have any unsatisfied judgments.
- The company, applicant, or principals of the company must not have ever been declared in default on any of its loans.
- The company, applicant, or principals of the company must not have ever filed for bankruptcy or in any way sought protection from creditors.
