The program is named after the late Martha Barclay-Giel, a retired Captain of the Commissioned Corps of the U.S. Public Health Service. Captain Barclay-Giel dedicated her life’s work to advancing the health of Americans.

Eligible Public Health Issues

Grants will be open to all areas of public health, with the Surgeon General’s Priorities of special interest. These include topics related to the COVID-19 pandemic:

Health Misinformation,
Health Worker Burnout, and
Youth Mental Health.

Funding Information

The maximum grant amount is $10,000 and the average award is $7,000.

Eligibility Criteria

Most of the grants are given to tax-exempt organizations (nonprofits, state/county/city/US territory/Indian & Native American Tribal governments) whose primary mission is addressing one or more public health issues. Organizations with a fiscal sponsor who have 501c3 status and are willing to accept the grant funding are eligible. Historically, a small number of grants have been made to public charities, educational settings, and health care institutions.
