Business Improvement District (BID) Facade Grant Program – Wisconsin

The BID Façade Grant Program Grant (FGP) is designed to provide an incentive for private sector improvement of commercial buildings in West Bend’s Downtown Business Improvement District (BID).

Details: 

The Facade Grant Program aims to make revitalization efforts more affordable by providing matching grant funds up to $15,000. This program is geared toward façade projects that protect the historic integrity of the building and improve the overall appearance of the downtown area. Priority awarding is given to Milwaukee River-facing façade projects.

The FGP program is funded and administered by the Downtown Business Improvement District (BID) Board and the BID Façade Grant Committee.

Program Objectives

Façade improvement activities assisted with funds made available through the FGP are intended to meet the following objectives:

  • To encourage the leveraging of new private investment into the Downtown Business Improvement District (BID) in the form of fixed asset investment, particularly related to exterior building improvements.
  • To preserve, enhance and restore the historical and architecture significance of commercial buildings.
  • To perpetuate a positive and proactive business climate in the Downtown BID that encourages the revitalization of buildings and supports business improvement.

Grants awarded $15000.

Eligibility Criteria

  • Applicant properties must be commercial in use and located in the Downtown West Bend Business Improvement District.
  • Applications may be submitted by a property owner or tenant.
  • Tenants must provide proof of lease authority or a written statement declaring the property owner’s agreement to the improvements.
  • Tenants must have at least two years remaining on their lease or an option to renew.
  • Property owners and tenants must be free from all outstanding liens against them or the property, except for mortgages and standard business lines of credit.
  • A property owner or tenant may submit more than one complete grant application per project.

Eligible Activities

Grants shall be available to eligible applicants for the following façade improvement activities:

  • Store signage (new and rehabilitating existing and historic signage)
  • Removal of inappropriate or out-of-date signage
  • Awnings – repair or installation
  • Rehabilitation or compatible reconstruction of storefronts
  • Removing non-historic elements from building facades
  • Removal of metal siding and exterior slip covers (surfaces)
  • Exterior cleaning, painting and/or paint removal
  • Masonry repair, tuck pointing, and repainting
  • Repair and replacement of architectural details or materials
  • Window repair or in certain cases replacement
