Details:

he City of Coldwater administers a housing preservation grant program for income-qualified low and very low-income homeowners. The program will provide resources for household maintenance and stability, improve neighborhood image, and encourage private reinvestment.

The program provides grant assistance for eligible exterior and interior home rehabilitations that improve the quality of housing. All eligible awardees shall be owner-occupied, singlefamily homes located in the City of Coldwater.

The program’s desired outcomes are to:

  • Provide resources for household maintenance and stability.
  • Decrease blight and improve neighborhood image.
  • Encourage private reinvestment.
  • Build relationships between property owners, neighbors, local and state government, and community leadership.
  • Stabilize property values

Funding Information

The entirety of this funding will be disbursed in grants of up to $7,499 per home for repairs. Grant funding will cover 50% of the project cost for projects that are $14,998 or less. Therefore, projects require 50% match funding provided by the homeowner. If a project exceeds $14,998, the homeowner is responsible for paying the full difference between $14,998 and the actual project cost.

Eligibility Criteria

You must meet ALL of the following requirements to apply for this program. Failure to meet one or more of these requirements will disqualify your application.

  • Subject property is located within the City of Coldwater
  • Property is not under land contract
  • Subject property must be stick-built or modular, on a permanent foundation
  • Subject property is owner-occupied by a single family.
  • Applicant is the property owner(s) and occupies the property to be assisted.
  • Subject property is current on taxes.
  • Subject property is current on home insurance.
  • Subject property complies with all applicable local land use regulations, including City zoning ordinance, building code, property maintenance code, and other codified ordinances.
  • Applicant request is up to $7,499, but not less than $1,000.
  • Applicant request is for eligible improvements.
  • Applicant must permit city staff to conduct an initial inspection of the property to take “before” photos and ensure that the project is needed/appropriate
  • Applicant has a household income of at or below the following limits, depending on household size:
    • Household Size 1: Income Limit $36,150
    • Household Size 2: Income Limit $41,300
    • Household Size 3:  Income Limit $46,450
    • Household Size 4:  Income Limit $51,600
    • Household Size 5: Income Limit $55,750
    • Household Size 6 Income Limit $59,900
    • Household Size 7 : Income Limit $64,000
    • Household Size 8:  Income Limit  $68,150
  • Properties which will require lead-based paint remediation are eligible for this program
    • The homeowner will be responsible for the cost of testing, and it will contribute to the Homeowner match required for the program. Applicants must submit a quote for a lead-based paint assessment as part of their application if BOTH of the following are true: 1) The home was built before 1983; and 2) you are seeking $5,000 or more in grant assistance (e.g. if total project cost is $10,000 or greater)
  • Eligible improvements include
    • Roof repair or replacement; repair or replacement of the heating system; repair of, or provision for, structural supports and foundations; replacement of severely deteriorated siding, porches or stoops; replacement doors and windows; electrical wiring; alterations of the unit’s interior or exterior to provide greater accessibility for any handicapped person; and energy conservation measures such as insulation or combination screen-storm windows and doors.
  • Ineligible improvements include
    • Mailboxes, fountains, decorative landscaping, decorative lighting, food and beverage supplies, rubbish removal, demolition, land acquisition, down payment assistance, and similar activities.
  • Priority improvements and locations for funding:
    • In the event that the City receives more requests than it is able to to award, eligible properties will be kept on a waitlist in case an initial project does not move forward.
