Details:

The City of Livermore Housing and Human Services Grant program helps fund critical safety net services for low-income community members, including young people, families, unhoused people, community members with disabilities, seniors, and veterans. Housing and Human Services

Grants are funded through a combination of federal community development grants and local funds.

  • Funds must be used to serve low-and/or moderate-income households located within the City of Livermore and must meet at least one of following FY 2023-24.

The City may award and appropriate funds to one or more eligible projects in each funding categories below:

  • Commuity Development Block Grant (CDBG)
  • Capital Projects (approximately $250,000) CDBG Public Services (approximately $57,000)
  • HOME Investment Partnerships Program (HOME) Funds (approximately $150,000) Local Funds

Goals

  • Support and develop a continuum of housing resources that will increase access to lowincome, seniors, disabled and homeless persons with emphasis on activities that:
    • Increase and maintain transitional housing opportunities with supportive services to increase positive outcomes and stability into permanent housing.
    • Preserve and increase affordable rental housing opportunities for low and moderate income households.
    • Assist with homeownership opportunities for first-time homebuyers and ensure existing homeowners have safe housing that maintains affordability.
    • Promote fair housing and reduce housing discrimination
  • Improve community health and access to basic and specialty care including dental and optometry care, behavioral and mental health care services especially for low-income, uninsured and under-insured residents with emphasis on activities that:
    • Support the maintenance and expansion of services and programs aimed at wellness and preventative care services.
    • Increase outreach and access for underserved populations including limited English speaking persons, youth, disabled, seniors and homeless persons
  • Increase and maintain affordable and accessible wellness and development opportunities for youth that are age appropriate.
  • Support and expand programs and opportunities that keep seniors engaged and involved in their community
  • Foster and encourage innovative programs that meet emerging community needs with emphasis on low-income and underserved populations

 Grant Priorities:

  • Public Health
    • Navigation of Mental Health Services and Substance Use Programs for low-income, unsheltered community members, and seniors.
    • Support Services for people with disabilities, seniors, low-income families, and survivors of domestic violence.
    • Medical and Dental Services
  • Housing Services
    • Affordable Housing units for low-income families, people experiencing homelessness, and seniors
    • Rental Assistance
    • Housing Services to keep low-income families, people with disabilities, and seniors housed
  • Homeless Services
    • Emergency Shelter and Temporary/Transitional Housing
    • Basic Needs such as showers/restrooms and storage
    • Employment Services
    • Supportive Services such as service navigation and counseling
  • Safety Net Access
    • Access Critical Safety Net Services for non-English speakers, people with disabilities, seniors, low-income families, and youth
    • Access and Navigation to Social Services and Government Sponsored Programs.
    • Food security
    • Transportation

CDBG funds are directed toward development of viable urban communities through the provision of decent housing, a suitable living environment, and expanded economic, opportunities for low- and moderate-income individuals, families and communities.

HOME funds are directed toward expanding the supply of rental housing that is affordable to very low and low-income persons and families, improving homeownership opportunities to very low and low-income persons and families, expanding the capacity of non-profit providers of lower income housing, and encouraging private-sector participation in the development of lower income housing.

Funding Information

The Human Services Commission (HSC) will only consider applications that request a minimum of $5,000. This applies to both Public Service and Capital project applications.

Project Period

The applications are for the period July 1, 2023, through June 30, 2024

Eligibility Criteria

The City of Livermore Housing and Human Services Grant (HHSG) Program provides funding to non-profit and public agencies that serve low-income persons and families.
