City of Memphis Community Service Grant Program – Tennessee

The Community Service Grant seeks to improve the quality of life of low and moderate-income citizens through the provision of social services by nonprofit agencies.

Details:

The Community Service Grant Program is a competitive funding process to provide supportive services primarily to youth and to homeless and special needs populations which include:

  • Persons with HIV/AIDS
  • Mental illness
  • The elderly
  • Chronic substance abusers
  • Persons with developmental and physical disabilities
  • Victims of domestic violence

Funding Priorities

  • Programs that address the needs of homeless and special needs populations identified in the City’s Consolidated Plan, will be given priority for funding. However, applications for programs serving other low and moderate-income groups or individuals may be considered.
  • Programs providing youth services and childcare. These include services structured to provide safe, constructive environments, growth opportunities, strengthening of families and guidance for at risk children including those in homeless families. Examples of programs include education, recreation, after school and gang intervention programs, parenting classes, and other structured programs.
  • Programs providing support services to groups that are homeless and have special needs for housing and services. These include the homeless, victims of domestic violence, the severely disabled (physically, developmentally and mentally), chronic substance abusers, elderly persons, and persons living with AIDS. The programs should promote a higher level of self -sufficiency for these persons. Examples include but are not limited to the following:
    • shelter services for the homeless,
    • transportation and homemaker-caretaker services for the elderly to help them maintain their independence,
    • case management services that help homeless and special needs populations receiving Tenant Based Rental Assistance set and achieve goals related to stability in housing, increases in skills and income and increased self-determination,
    • Other supportive services that help eligible groups achieve specific outcomes.

Funding Information

  • Grants for Public Service activities are limited to $25,000 a year for two (2) years.
  • Grants for Public Facility Improvements are limited to a one-time grant of $50,000.
  • No agency will be awarded more than $50,000 in CSG funds for the FY 24-25 period.

Nonprofit Organizations Only.

CSG Eligible Activities

  • There are two eligible CSG activities: Public Service Activities & Public Facility Improvements.
  • Public Service activities include the following:
    • Child Care
    • Health Care
    • Job Training
    • Education Programs
    • Services for Seniors
  • Additional Public Services activities:
    • Services for persons with mental, emotional, developmental and physical disabilities
    • Recreation Programs
    • Public safety services including crime prevention
    • Services for homeless persons
    • Drug abuse counseling and treatment
    • Services for persons living with AIDS
  • Public Services costs include:
    • Paying for costs for salaries, supplies, equipment and materials for public service activities.
    • Paying for cost of operating that portion of a facility in which the service is located.
  • Public Facilities are facilities owned by a nonprofit organization that are operated to be open to the general public. (Examples include shelters for the homeless & group homes for special needs populations)
  • Public Facility Improvement costs include:
    • Acquisition, Construction, Reconstruction, or Rehabilitation of facilities.
