The City of Phoenix, through the Office of Heat Response and Mitigation, invites neighborhood associations, community nonprofits, multi-family residential sites, non-residential sites and community members within the City’s Qualified Census Tracts to submit applications seeking trees, supplies and support for tree planting projects designed to assist communities in increasing their tree canopies and grow a more resilient, sustainable, equitable, healthy, and thriving environment.
The City of Phoenix (“City”) Office of Heat Response and Mitigation (“OHRM”) Community Canopy Grant is part of the American Rescue Plan Act (“ARPA”) Residential Tree Equity Accelerator and Trees and Shade for Schools Program.
The Community Canopy grant program will:
- Advance justice, equity, and fairness within the local urban forest.
- Promote efforts to reduce the impact of urban heat island and extreme heat on the changing climate.
- Strengthen the resiliency of the communities in the face of the COVID-19 pandemic, various shocks and disruptions.
- Enhance green spaces for community members to use comfortably throughout the year.
Grant Details
- Total available grant funding for 2023-2024 will not exceed $2,000,000.
- The maximum number of trees that can be requested in a grant application is 200. The minimum request is 30 for neighborhoods and two for individuals.
- Each multifamily residential space and nonresidential space can have up to 10 trees.
- This grant is for trees, supplies and support only, no cash funding.
- The exception is for pre-approved event expenses such as food and beverages, hiring an arborist and entertainment such as music for planting events.
- The maximum amount for event expenses is $2,000 per neighborhood.
- If requesting any funds for event expenses, the grantee will purchase the items and will be reimbursed, following proper documentation and submission of invoices.

- All event related purchases must be approved by OHRM staff before purchasing and reimbursement.
- Grant recipients requesting reimbursement are required to register as a City vendor at Finance procurePHX
- Reimbursable funding will be paid when final reporting is submitted.
- Neighborhood associations and/or community members applying for a neighborhood grant will apply for the approximate number of trees their community needs. The tree number may be refined after the grant is awarded.
- Trees will be planted during a one-day neighborhood planting event.
- Staff from OHRM will work with grantee to identify a planting day, final tree quantities and species.
- Staff from OHRM will provide services to grantees such as outreach to neighbors, hole digging, education and planting labor, as needed, determined after grant award.
- Ability to plant a tree is not required for this grant. All households may have trees planted by a professional or a volunteer, supplied by the City of Phoenix.
- The City of Phoenix will supply 15- or 25-gallon trees as well as two lodgepoles and arbor ties if staking is required.
- The City of Phoenix will provide grantees with a supply bag of materials to support the establishment and survival of each tree.
- Each supply bag will have a moisture meter and battery to determine the moisture of the soil near the tree, a hose, an irrigation timer, a watering calendar and educational materials to provide knowledge and understanding of proper maintenance practices.
- Supples total approximately $150 per household.

- Each household planting a tree will get two t-shirts custom designed for this grant by a local artist.
- No planting projects will take place from May 2024 through the end of September 2024, unless previously authorized by OHRM.
Eligibility Requirements
- Project must be located within the City of Phoenix.
- Project must be located within a Qualified Census Tract.
- Neighborhood associations, community nonprofits, multi-family residential sites, non-residential sites and community members may apply.
- Individuals tree requests may be combined into a local neighborhood planting event, if applicable.
- Project locations can be single family residential, multifamily residential and non-residential spaces within neighborhoods.
