All human services nonprofit organizations in Tompkins County are eligible to apply for funds.
The Objective of the Fund is to support & fund agencies & programs which provide services supporting wellness and safe, affordable living conditions for those living and working in Tompkins County, NY.
Required of all Funded Agencies and Programs
- Agencies and programs will have a commitment at each level of work to respect, value, and champion each person as they are, including all their unique identities. These must be demonstrated by a written non-discrimination policy adopted by the organization’s Board of Directors no later than June 2022.
- Programs will provide services supporting safe, affordable living conditions and/or wellness
- Wellness pertains to both physical and mental health and addresses childcare, food insecurity, substance abuse and addiction, as well as physical, mental, and emotional abuse.
- Safe, affordable living conditions are defined as housing that does not utilize more than 30% of income, and has utilities to provide heat, water, and electricity and meets minimum standards for safety
- Programs will include services for one or more of three stages of intervention: crisis, intermediate need, and/or long-term solutions:
- Individuals in crisis will receive services to provide basic living conditions and wellness care
- Individuals will receive services to move towards stable living conditions and wellness
- Individuals will receive support that empowers them to maintain safe, affordable housing & achieve long-term wellness
- Programs will assist individuals who are Asset-Limited, Income-Constrained, Employed (ALICE) despite having an income level higher than the standard Federal Poverty guidelines.
Outcome Statements for CCF Programs
All programs must illustrate, project and report on at least two outcomes from the following:
- Households will receive affordable and quality childcare services
- Youth will have safe environments that promote healthy development
- Youth will be developmentally ready to enter Kindergarten
- Youth will be developmentally ready to enter the workforce or higher education
- Youth will gain skills in self-sufficiency and decision making
- Youth will have access to mental health support services to promote their advancement
- Parents, caretakers, and guardians will more effectively support children’s wellness & development
- Individuals in crisis will have access to emergency supportive housing
- Individuals will receive services that help them obtain safe, affordable housing
- Individuals will receive services that support maintaining safe housing
- Individuals w/ immediate physical & mental health needs will receive quality care in a timely manner
- Individuals will receive ongoing, consistent quality health and mental health care
- Individuals disclosing physical, mental, or emotional abuse will receive support services
- Individuals disclosing drug and/or alcohol abuse and addiction will receive support services
- Individuals will receive services to prevent and mitigate abuse and addiction
- Individuals will receive preventative health care services (including physical, mental, & dental)
- Individuals will engage in activities/services that prevent isolation & provide access to resources
- Individuals will receive access to providers that respect and accept their identities
- Youth will receive regular and nutritious meals to promote their development
- Individuals will receive regular and nutritious meals to decrease food insecurity
- Individuals will receive food to prepare themselves and achieve food security
- Individuals will receive services to help them overcome employment barriers
Decision Process Considerations
The UWTC decision-making process reflects that we understand that all agencies will not have equal resources to devote to preparing an application. We are particularly interested in funding programs and agencies that:
- Represent high impact, fiscal responsibility, and strong overall management systems
- Represent areas of service that have a higher need than there are resources
- Represent strategies to address multiple outcomes
- Specifically and actively seek to serve those individuals who have historically been marginalized and discriminated against, and/or are members of protected groups
- Demonstrate they are comprehensive, collaborative, and resource-sharing
- Fill a niche and/or that are uniquely qualified to meet UWTC CCF priorities outlined above
- Demonstrate they are meeting community needs within the scope of the areas outlined above.
