City of Hillsboro: 2022-23 Community Development Block Grant for Oregon

Details:

The City of Hillsboro is seeking Public Facility proposals for the 2022-2023 program year for projects that may include:

  • Facility improvements for persons with special needs (i.e. homeless, domestic violence shelters, nursing homes, youth centers, or group homes for the disabled)
  • Land or building acquisition for affordable housing or public facilities
  • Energy efficiency improvements for nonprofit owned facilities
  • Accessibility improvements for nonprofit owned facilities

Eligible Activities

To be eligible for CDBG funding, the activity must meet one of the three national objectives of the program.

  • Low-Income and Moderate-Income:
    • At least 70% of a grant recipient’s funds must be used for activities that benefit low-income and moderate-income persons.
  • Slum or Blight:
    • The City of Hillsboro currently has no designated areas that meet a definition of a slum or blight. The elimination of specific conditions of blight or deterioration on a spot basis is permitted in order if the activity prevents the spread to adjacent properties or areas.
  • Urgent Need:
    • An activity must alleviate existing conditions that are a serious and immediate health or welfare threat to the community where other sources of funds are not available. This objective is rarely used.

Funding Allocations

  • Minimum Grant Request
    • The minimum grant request for Public Facility applications is $75,000. There is not a minimum matching funds requirement for the requested grant amount although projects with matching funds will score higher on application.
  • Maximum Grant Request
    • The maximum grant request for Public Facility applications is $150,000.
  • Overall Funding
    • The City of Hillsboro estimates the total allocation of CDBG funds to be $700,000 for program year 2022-23. All requested amounts are based on this estimate of funding and will change based on the actual allocation from HUD.
    • The City will allocate approximately $150,000 for Public Facilities projects.
    • The City will reserve the right to award more or less than this estimate dependent on the final entitlement amount authorized by Congress and the Department of Housing and Urban Development.

Applicant Eligibility

  • In order to apply, an agency or organization must demonstrate that it is:
    • Organized as a 501(c)(3) or (c)(4) not-for-profit corporation, or
    • A tax-exempt organization with letter of determination from the Internal Revenue Service.
  • Organizations must also demonstrate:
    • Experience and Capacity: Adequate management experience and financial capability in the organization to meet accounting standards and reporting requirements as set forth in federal regulations listed in the contract.
  • Insurance Requirements:
    • Commercial General Liability Insurance – required for all agencies that receive funding
    • Professional Liability Insurance – required if services provided under the contract are by a licensed professional
    • Automobile Insurance – required if driving is within the scope of services provided under the contract
    • Worker’s Compensation Insurance – required for all agencies that receive funding
      State Prevailing Wages: All sub-recipients and contractors shall ensure compliance with Oregon prevailing wage laws
