Community First-Public Safety (CFPS) City Council Fund – Minnesota

The City Council is issuing a request for proposals from existing community-based organizations in historically under-resourced areas of the city and/or areas disproportionately impacted by domestic or gun violence to complement the City’s Community-First Public Safety Initiatives.

Goals

It is the goal of the City Council to have strong partnerships with community organizations and individuals that will align their strategies to reduce and prevent domestic and gun violence in their communities. Domestic violence and gun violence especially affect communities that have also experienced historical disinvestment. It is important for the Council to continue making strategic investments in these areas with community partners who have effective experience in reaching out to historically marginalized neighborhoods.

Successful proposals will demonstrate plans to do at least 3 of the tasks below:

  • Reach out and engage community youth between the ages of 13-25 years old related to reducing gun violence
  • Engage and connect residents to services and support that will disrupt and prevent gun and/or domestic violence
  • Lead with restorative justice practices where applicable and possible
  • Focuses on promoting positive self-esteem, healthy relationships, emotional intelligence, and building positive emotion management practices
  • Address community healing and trauma response needs stemming from the public health and psychological impacts of residents and neighborhoods deeply and negatively impacted by gun violence and interpersonal violence

  • The desired grant contract request will be $20,000.

Eligibility Criteria

In order to receive city funds, applicants must have/acknowledge all of the following:

  • Must be a 501(c)(3) Organization or obtain a fiscal sponsor
  • Neighborhood district councils: Community organizations that are not district councils will be given very strong priority consideration in this year’s process to ensure that city funds are being awarded to a broad range of community partners above and beyond the city’s existing engagement system. District Councils may still serve as a fiscal sponsor to an applicant organization in this process.
  • Liability insurance meeting City Requirements
  • One dedicated staff member or individual serving as a point of contact for the grant and all required compliance and communication efforts
  • Understand the CFPS/CPP grant is a reimbursement program
  • If awarded, the organization rep must attend Orientation in April and participate in a report-back presentation to the council at the end of the year.
