Fire Departments must demonstrate Pandemic-related economic impact, such as decreased revenue, loss of supplemental fundraising revenue, financial insecurity or hardship, increased costs, or challenges covering payroll, rent or mortgage, or other operating costs. Funds must be used to address the Pandemic-related economic impact(s).
The COVID-19 Pandemic, which began on January 27, 2020, affected the Montgomery County Volunteer and Combination Fire Departments, including their ability to raise funds through fundraising efforts. As such, the Fire Departments lost significant operating revenue as a result of the Pandemic. Recognizing their negative economic impacts generally, the Montgomery County Recovery Office has established a needs-based grant program, in the amount of $1,500,000, utilizing Pandemic Recovery funds received from the American Rescue Plan Act (ARPA), Local Fiscal Recovery Fund.
Grant Amounts
The average grant amount is expected to be approximately $15,000, with final amounts to be determined based on a non-competitive formula which may incorporate the following factors:
- general eligibility;
- number of applicants;
- location;
- negative economic impact as a result of the Pandemic;
- number of firefighters;
- size of population served and / or annual operating budget; and
- funding received from other sources (i.e., municipality or other ARPA funds).
