The program promotes the availability of rich cultural experiences for every Massachusetts citizen. LCC projects take place in schools, community centers, libraries, elder care facilities and wherever communities come together.
2023 Local Priorities
Haverhill Cultural Council Funding Priorities
- The Haverhill Cultural Council gathers input from the community yearly and develops funding priorities based on this feedback.
- The Haverhill Cultural Council will give priority to projects that generate:
- Community support and involvement
- Documented experience that leads the Council to believe the applicant has the support and ability to complete the project
- Projects that offer cultural diversity to community (cultural here refers to arts, humanities and interpretive sciences)
- Promotion of a mix of opportunities to reach and engage all ages, ethnicities, races, genders, abilities, and demographics
- The presentation of the City of Haverhill in a positive, respectful, and inviting way that entices people from outside the community to experience what Haverhill has to offer
- In addition to the state criteria, applications will be evaluated using the following:
- How well the program meets their local priorities
- Financial plan
- Demonstrated planning abilities
- The following criteria should be met to qualify for a Haverhill Cultural Council Grant:
- All projects (other than field trips) must take place within the city of Haverhill and be sponsored by a Haverhill resident or business.
- Field trips must enhance the experience of Haverhill students in the areas of the Arts, Humanities or Interpretive Sciences.
- A specific date and venue/location (e.g. August 6, 2022, 12 – 6, G.A.R. Park, Main Street, Haverhill) must be included in the application.
- A Marketing plan that includes three of the following five areas:

- Grant amount: $53,900
- Grants are capped at $3,000.
Eligibility Criteria
- Types of grants. A Local Cultural Council may approve grants for a broad range of projects and programs, such as operating support, ticket subsidies, field trips, artist residencies, public art, fellowships, community events/programs, site specific projects, and other activities, based on local priorities. Each Local Cultural Council determines its own local eligibility requirements based on a community engagement process.
- Program eligibility. Applicants may apply for grants for programs that take place during an 18-month window of eligibility from July 1, preceding the application deadline in October, through December 31 of the following year. This means that applicants may apply for projects that have already happened or which happen prior to grant announcements, with the knowledge that funding is not guaranteed. Local Cultural Councils are authorized to establish a smaller window of eligibility; if they do so, they must publish the eligible dates in their council guidelines.
- Applicant eligibility. Applicants must reside or be located in Massachusetts. Local Cultural Councils may accept applications from anyone included in the following list:
- Individuals
- Incorporated private nonprofit organizations
- Unincorporated associations that can establish a nonprofit objective
- Public schools, libraries, other municipal agencies, and the Local Cultural Council itself
- Religious organizations.
2023 Local Guidelines
- General guidelines for Haverhill Cultural Council grants include:
- All grants will be scored on a 100 point scale.
- Not all grant requests can be fulfilled at 100%. Their scoring process, using the above criteria, allows us to provide meaningful funding to as many applicants as possible.
- Credit MUST be given to both the Mass Cultural Council and the Haverhill Cultural Council using proper logos
- Grants are not expected to fully fund projects or field trips.
- Non-monetary donations must be listed as in-kind matches on your budget.
- Tickets, travel, chaperones, guide fees all will be considered on field trip grant applications.
- Capital expenditure requests will be considered with appropriate supporting documentation.
- Weighted consideration is given to new projects or field trips over those that have been funded within the last three years.
- Grant monies cannot be used to pay for food.
