Maricopa County Small Business Stability Grant Program

Through the Maricopa County Small Business Resilience Program, Local First Arizona in partnership with the Arizona Community Foundation is facilitating stability grants for small businesses and micro-enterprises.

Details:

These stability grants of up to $25,000 are now available to small businesses that can demonstrate revenue declines or unanticipated operating cost deficits from July 1, 2020 through December 31, 2020 as compared to July 2019 through December 2019.

The stability grants will:

  • Provide up to $25,000 to qualifying small businesses for expense reimbursement and/or revenue loss.
    • Calculated as lesser amount of actual loss or $25,000.
    • Reimbursement basis means the grant will cover losses already incurred, using the month ended July 2020 through December 2021 as the period defined. County reserves the right to extend the end date of the program.
  • Distribute grants on a rolling basis based on date of submission until funding is exhausted or grant period closes. Within five days of receipt of a completed grant or loan application, the applicant shall receive notification of application status. Notification shall include any known application deficiencies and information about how such deficiency can be rectified.
  • Applicants shall receive notification of final approval or decline of application within 15 business days of receipt of a final, complete application.

Through the Maricopa County Small Business Resilience Program, Local First Arizona in partnership with the Arizona Community Foundation is facilitating stability grants for small businesses and micro-enterprises.

Grant Eligibility

Eligible applicants for the Maricopa County Small Business Resilience Program include:

  • For-profit and non-profit (501(c)3) entities and small and micro businesses.
  • Sole proprietorships operated out of homes.
  • Mobile small and micro businesses.

Program applicant shall be required to certify, by Eligibility Affidavit, that the applicant meets the following criteria:

  • Employed 50 or fewer full-time equivalents as of March 1, 2020.
  • Did not generate more than $5 million in gross sales (or revenues, in the case of non-profits) between January 1, 2019 and December 31, 2019.
  • Gross sales or revenues declined by at least 25% as a result of COVID-19 from calendar year 2019 to calendar year 2020. Documentation demonstrating such shall be required as part of program application.

Business applicants to the program(s) shall be required to certify, in the applicant’s Eligibility Affidavit, that zoning and regulatory requirements have been met, including that the applicant:

  • has the proper zoning entitlements;
  • does not have any active enforcement actions against the applicant by the County or their respective city/town government;
  • is in substantial compliance, meaning that the County or respective city/town has not taken any enforcement action against the applicant as authorized by law for any deficiencies; and
  • is in good standing with the Arizona Corporation Commission.

Required documentation must be submitted through the online portal and must be uploaded by the applicant with an application:

  • Schedule of monthly gross sales (or revenues, for non-profits), beginning with January 2019 and ending with most recently closed month.
  • Documentation of 2019 and 2020 monthly totals (e.g., point-of-sales reports, computer sales summaries, copies of sales tax filings).
  • Most recent W-9 or, for sole proprietors with no employees, social security number.
  • Eligibility Affidavit from applicant attesting to meeting each of the eligibility criteria.
  • Proof of non-profit status, if applicable.
  • Other documentation to demonstrate hardship as a result of COVID-19 pandemic may be requested by the contractor, as approved by the County.
