2023 Local Priorities
Based on community feedback and past experience with Cultural Council applications, the New Salem Cultural Council has developed the following set of guidelines. In addition to the state criteria, they will evaluate and give priority to:
- Programs which can be performed in such a way as to provide a “COVID- safe “environment for both the performer(s) and the attendees of any such programs including but not limited to, online venues, Zoom meetings, and socially distanced events.
- They try to fully fund as many applications as possible; where they make the decision to partially fund a project, they will give priority to those projects that will still be able to move forward with partial funding.
- They try to fund a variety of projects that serve many different age groups, including children, teens, adults and seniors; they will also attempt to serve as many venues as possible, including the Library, various schools, the Council on Aging luncheons, Old Home Day, and Historic buildings.
- All else being equal, priority will be given to local applicants whose project pertains to, affects, and can be easily accessed by townspeople and will directly enhance the cultural strength of community.
- Efforts will be made to fund projects representing diversity and a diverse population.
- Positive reviews and letters of recommendation will be considered favorably.

Eligibility Criteria
- Types of grants. A Local Cultural Council may approve grants for a broad range of projects and programs, such as operating support, ticket subsidies, field trips, artist residencies, public art, fellowships, community events/programs, site specific projects, and other activities, based on local priorities. Each Local Cultural Council determines its own local eligibility requirements based on a community engagement process.
- Program eligibility. Applicants may apply for grants for programs that take place during an 18-month window of eligibility from July 1, preceding the application deadline in October, through December 31 of the following year. This means that applicants may apply for projects that have already happened or which happen prior to grant announcements, with the knowledge that funding is not guaranteed. Local Cultural Councils are authorized to establish a smaller window of eligibility; if they do so, they must publish the eligible dates in their council guidelines.
- Applicant eligibility. Applicants must reside or be located in Massachusetts. Local Cultural Councils may accept applications from anyone included in the following list:
- Individuals
- Incorporated private nonprofit organizations
- Unincorporated associations that can establish a nonprofit objective
- Public schools, libraries, other municipal agencies, and the Local Cultural Council itself
- Religious organizations.
2023 Local Guidelines
- Applicants will be responsible for their own publicity, as they have limited resources to handle publicity.
- Applicants should attempt to make prior arrangements for a local venue.
