In November of 2021, the North Carolina General Assembly passed a comprehensive state budget that included an additional $10 million in funding for the Grassroots Arts Program (GAP). The source of the additional funds was money received from the American Recovery Act Plan (ARPA). The legislative intent of aligning the federal relief money with the Grassroots Arts Program was to ensure that every citizen has access to quality arts experiences with funding for the arts in all 100 counties in North Carolina. The $10 million will be made available over two fiscal years: 2022-2023 and 2023-2024. Each year, $5 million additional dollars will be added to the normal state Grassroots allocation. However, unlike the process for distribution of state GAP funds which starts with a base amount, the federal dollars will be assigned on a straight per capita formula. Staff at the N.C. Arts Council will build a new allocation chart each year with updated population numbers from the state data center. A portion of the $5 million will be allotted to counties on a per capita basis in accordance with this data.

Eligibility Criteria
All organizations must have been in operation for at least one year. While nonprofit 501(c)(3) status is preferred, organizations that are nonprofit in nature may also apply.
- All organizations must reside and carry out projects within the county they are applying for funds.
- Individuals are not eligible to apply for Grassroots Arts funds.
- Applications and support materials must be completed and received by the due date.
ARPA Guidelines
- ARPA funds may be used for quality arts programming within Craven County provided by organizations within Craven County.
- ARPA funds may be used for equipment purchase
- ARPA funds may be used for small scale capital projects. Sub-grants up to $25,000 can be awarded for capital projects for arts facilities in the county. In both cases, $25,000 is the maximum amount designated for any given project cumulative for the two-year period.
