The City of Phoenix Office of Heat Response and Mitigation is seeking applications for its Heat Relief Gran, which is part of the American Rescue Plan Act (“ARPA”) Affordable Housing and Homelessness Initiative.

Details:

This grant is intended to provide financial assistance to nonprofit, charitable, small business, and faith-based organizations within the City’s Heat Relief Network that have been negatively impacted by the COVID-19 public health emergency or its negative economic impacts.

Additionally, the COVID-19 pandemic exacerbated the national homelessness crisis by limiting social services and open spaces and creating detrimental economic consequences. 

The City will award Heat Relief Grants to nonprofit, charitable, small business, and faith-based organizations for projects that provide heat relief, respite, and/or resources in support of the City of Phoenix 2023 Heat Response Plan, which is available online at phoenix/gov/heat/resources. Priority for funding will be given to projects that:

  • Conduct and promote efforts to reduce heat related illnesses and deaths, especially among communities most negatively impacted by the effects of COVID-19, and/or
  • Maintain a safe and secure shelter, cooling center, respite center, and/or hydration station.

Funding Information

  • Total available Grant funding for 2023 will not exceed $450,000.
  • The maximum Grant request is $25,000. The minimum Grant request is $10,000. Final Grant award is at the discretion of the review of the City.
  • The time period for the grant is 18 months.

Eligibility Criteria

  • All grant recipients must be organizations classified as nonprofit, charitable, faith-based, church, religious, or small business according to the United States Internal Revenue Service.
  • All grant recipients must provide heat relief services within the City’s boundaries. Applicants may conduct heat relief activities beyond the City of Phoenix boundaries but should only apply for funding to support the portion of their activities that serve Phoenix residents through this grant program.
  • Grant recipients are required to register as a City vendor at Finance procure PHX Registration (phoenix.gov) and must obtain a federal SAM Unique Identity number.
