The purpose of the Shawnee Economic Recovery Assistance (SERA) Grant Program is to provide financial relief to Shawnee small businesses directly and negatively impacted the COVID-19 pandemic. The program provides one-time $5,000 grant to assist with the cost of rent or mortgage payments to offset the loss of revenue due to capital and payroll expenses, low demand, supply chain disruptions, personnel and other challenges associated with the ongoing economic effects of the pandemic.
The grant funds can be used to pay up to three months of commercial rent/lease/mortgage. Funds may not be used to pay arrearages or amounts past due for lease/rent/mortgage, or late fees or penalties. Monies will be paid directly to the rent/lease/mortgage holder on behalf of the eligible business. Repayment is not required if all conditions are met.

Eligibility Criteria
To qualify for the Shawnee Economic Recovery Assistance Program, applicants must:
- Submit a completed application;
- Be in operation as of July 1, 2021 and be physically located in Shawnee, Kansas;
- Have 1-50 full time employees, or equivalent part-time employees, including the owner;
- Business must commit to retaining or creating jobs for low to moderate-income people;
- Must have a City of Shawnee Business License;
- Businesses with multiple locations in Shawnee may receive assistance of each location. Businesses which previously received SERA funding are eligible to apply;
- Businesses must demonstrate economic damages from business interruption caused by the COVID-19 public health emergency.
Exclusions
- Business cannot be nationally corporately owned, nor publicly traded. Local franchisees are eligible;
- Non-profits, and home-based businesses are not eligible;
- Strict prohibition of the “duplication of benefits”, which occurs when a person, household, business, or other entity receives assistance from multiple sources (local, private, State and/or Federal) for the same purpose (rent/lease/mortgage assistance) and the total assistance received for that purpose is more than the total needed.
- No member of or Delegate to the Congress of the United States, and no Resident Commissioner, shall be admitted to any share or part of this program or to any benefit to arise from the same.
