Small Business Mini Grant for Erie County (Pennsylvania)

The Mini-Grant is designed to support businesses that are owned by, and serve, members of the Erie County BIPOC community and are experiencing a need for an influx of capital to enable them to continue to serve the BIPOC community.

Details:

The Erie County Diversity Equity and Inclusion Commission (the “DEIC”) was funded through the Erie County Building a Better Future Program.

This Program is funded through the American Rescue Plan Act (ARPA) federal relief program, through which Erie County received a federal grant in excess of $52,000,000 from the Coronavirus State and Local Fiscal Recovery Fund (SLFRF). The DEIC is directed to organize structures which invest in racially diverse populations by granting funding to create opportunities for minority populations to create generational wealth, and to provide for generational change for such populations within Erie County.

The DEIC received $3,500,000 of funding through the Erie County Building a Better Future Program for the purpose of addressing the Social Determinants of Health category of funding. This category allows funding to go to projects relating to (1) Economic Stability, (2) Education Access and Quality, (3) Health Care Access and Quality, (4) Neighborhood and Built Environment, and (5) Social and Community Context. One goal of the Federal Department of Health.

SLFRF funds are eligible to be spent on projects which are designed to respond to harm or impact that was caused or exacerbated by the Coronavirus 19 pandemic. Eligible applicants include those households, populations, or organizations that are designated by the SLFRF applicable regulations as being presumed to be impacted or those that can provide reasonable evidence that they were harmed or impacted as a result of the coronavirus and that the program that they are proposing reasonably responds to the harm or impact experienced.

Funding Information

The minimum grant offered is $5,000, and the maximum grant is $25,000. The DEIC anticipates a single grant round. Applications will be awarded within 60 days of receipt.

Eligibility Criteria

Location

    • Businesses that are located in HUD Qualified Census Tracts within Erie County.
    • Businesses located where primary beneficiaries earn less than 60% of the median income for Erie County,
    • Where 25% of the primary beneficiaries are below the federal poverty level, or
    • Where the applicant is able to independently prove eligibility pursuant to applicable SLFRF regulations
    • Businesses that were in existence prior to June, 10 2021.
  • Applicant must be a for-profit business, where at least 51% of the ownership is by Black, Indigenous, or a Person(s) of Color (BIPOC). BIPOC is an acronym for Black Indigenous, and People of Color.
  • Applicants must be current on all local and state taxes. If not, please provide an explanation.
