Types of Grants

  • Southside Business Improvement Grant Roof Stabilization: The City of Paducah is dedicated to promoting and restoring the Southside region as a thriving, walkable and welcoming community for living and working. The City of Paducah offers a grant opportunity for businesses to improve their buildings and create a beautiful mixed-use neighborhood. This grant matches investment up to 50%. Grant amount is $14,000.
  • Southside Business Improvement Grant Beautification: The City of Paducah is dedicated to promoting and restoring the Southside region as a thriving, walkable and welcoming community for living and working. The City of Paducah offers a micro-grant opportunity for businesses to improve their buildings and create a beautiful mixed-use neighborhood. This Beautification Grant matches the investment you make on the exterior of your property dollar-for-dollar, up to $5,000.

Program Parameters

  • Southside Business Improvement Grant Roof Stabilization
    • The Roof Stabilization Assistance program is in response to the large number of commercial buildings in Southside neighborhoods that have roof problems that endanger the fabric and appearance of the program area. By providing grants to property owners to repair their roofs, the City of Paducah will help stop the further deterioration of commercial buildings in neighborhoods
    • Grant awards will be given based on availability of funds to qualifying projects. Periodically during the fiscal year, the City of Paducah will request applications for this grant. The City of Paducah reserves the right to approve or deny any application.
      • Grant awards shall be allocated based on the total funding requests received during the application period and application scoring rubric, with no project receiving more than 50% of the annual project budget
      • Only property owners will be eligible for grant funds unless tenant provides in writing the owners authorization for the tenant to contract and pay for the roof repair/replacement and agrees to the tenant receiving the grant funds
      • Eligible roof stabilization projects must be permanent, shall include, but not limited to: a water tight, sustainable leak proof roof roofing system
      • All work shall meet or exceed industry standards for roof repair/replacement and comply with all applicable building codes and must be completed by a qualified roof contractor from the list provided. Applicants shall seek three bids as part of the application process
      • The roofing contractor will be required to provide a 10-year guarantee provided by the City in addition to the manufacturer’s warranty for roof replacement and a 2-year guarantee for roof repairs
      • Permits shall be obtained for the work to be completed, if required. Any associated permit fees through the Fire Prevention Department may be included as a project expense
      • Roof repairs covered by insurance are not eligible for reimbursement by grant funds
      • The project must be complete within one year of the date of the award letter unless a written request for extension is submitted and an approval of the extension is granted. If the project is not complete and an extension is not granted, the applicant will be notified and the allocated funds will be released and made available for distribution in the next round of applications.
  • Southside Business Improvement Grant Beautification
    • Minimum award: $1,000 for beautification projects to match a $2,000 investment. Grants are a dollar-for-dollar match (i.e. 50/50 split)
    • Maximum award: up to $5,000 for beautification projects with a $10,000 or more investment.
    • Grants are a dollar-for-dollar match (i.e. 50/50 split).
    • Location must be located within the project area (see map on front).
    • Only commercial properties are eligible.
    • Property must house or intend to house a small business, defined here as an enterprise employing fifty (50) people or fewer.
    • Completed applications must be submitted and approved BEFORE work begins. The City of Paducah Planning staff reviews the applications.
    • Timeline for completion: 60 days for Beautification Grants.
    • Permits shall be obtained for the work to be completed, if required. Any associated permit fees through the Fire Prevention Department may be included as a project expense.
    • A grant letter indicating conditional approval of funding should be received prior to the commencement of work, otherwise funding is not guaranteed.
    • Upon project completion, grantees must an affidavit attesting to the completion and paid status of the project, or must submit paid receipts for reimbursement. Staff verifies that the work was done according to the approved application before authorizing reimbursement. Typically, reimbursements are made within 14-21 days of the submission of approved request for reimbursement that includes all related documents.

Beautification Grant Eligible Improvements

  • Public art (murals, sculptures)
  • New landscaping (trees, shrubs, flowers, soil, mulch etc.)
  • Transom, window, door replacements
  • New signage
  • Removal of non-historic materials (siding that covers transom windows, bricked over window or door openings, removing paint from brick surfaces, etc.)
  • Repair or replacement of architectural details
  • Exterior painting (except for applying paint to unpainted brick)
  • Priority will be given to applicants proposing to paint the entire structure
  • Exterior lighting or interior storefront lighting of window displays that will remain lit during evening hours
  • Parking lot resurfacing and striping.
