The Town of Mansfield Local Business Relief Fund Program was established to provide financial assistance to eligible Mansfield businesses that have been adversely impacted by the COVID-19 pandemic.
The Program is funded through the American Rescue Plan Act (ARPA) and administered by the Town of Mansfield in collaboration with the Mansfield Downtown Partnership. It is intended to help businesses and the Mansfield business community become stronger and prosper.
ARPA includes funding to municipalities to help respond to and recover from the COVID-19 pandemic. The U.S. Treasury Department has issued rules to implement the recovery funds established under ARPA. Under ARPA, state and local governments have access to funds that are aimed at helping communities recover from the economic impact of the pandemic.
Funding Information
The target audience for the program is small businesses in Mansfield, and individual award amounts will generally be capped at $10,000. It is anticipated that most awards will be $2,500-$5,000, and smaller awards may be requested.
Who is eligible to apply?
- Businesses must be located in Mansfield, paying taxes in the Town of Mansfield, and have been in operation for a minimum of 24 months.
- Eligible businesses are businesses owned by an individual, a partnership, a corporation, or a limited liability company
- Businesses cannot have more than 25 full-time equivalent (FTE) employees (i.e. a full-time employee working 40 hour/week = 1.0 FTE. An employee working 20 hours/week = .5 FTE).
- Businesses cannot generate more than $2 million in gross annual revenue.
- Businesses must currently be in and have been in operation as of January 1, 2019.
- Businesses must be in “Good Standing” with the Connecticut Department of Revenue Services and be current on its federal, state and local tax obligations and have no outstanding liens or judgments. Letters of Good Standing (Status Letters) may be requested via Status Letter (ct.gov) or via a paper request (TPG-170).
- Businesses must be compliant with the Connecticut Department of Labor Office of Unemployment Assistance and all applicable State and Federal employment laws and regulations, including but not limited to minimum wages, unemployment insurance, workers’ compensation, and child labor.
- Priority will be given to:
- Certified Minority/Women-owned Business Enterprises, Certified Small Business Enterprises and veteran-owned businesses.
- Businesses who did not receive prior COVID-related financial assistance.
- Employees of the Town of Mansfield and Mansfield Board of Education, along with their spouses or issue, are not eligible for funding.
- Applicants must self-certify the eligibility requirements on the application.
