- Deficit reductions
- Organizational endowments
- Travel Grants
- Event tickets/Event sponsorships
- Ongoing operational expenses
- Grants made to individuals
- Political parties/activities/candidates/action committees
- Programs requiring adherence, membership or participation in a religious belief, service or activity
