Details:

The purpose of the States and Territories to Improve Local 988 Capacity program is to improve state and territory response to 988 contacts (including calls, chats, and texts) originating in the state/territory. In 2022, the National Suicide Prevention Lifeline services, including all phone, chat, and text services, transitioned to a three-digit number 988. Since this transition, volume has steadily increased across all modalities. When comparing December 2021 to December 2022 monthly volume, calls answered increased by 48%, chats answered increased by 263%, and texts answered increased by 1,445%.

The 988 State and Territory Improvement program provides resources for states and territories to:

  • enhance recruitment, hiring, and training of 988 workforce to meet at minimum 90% state or territory calls, chats, and texts demand,
  • implement additional technology and security measures to fully support 988 infrastructure and effective coordination across the crisis continuum;
  • improve 988 support and service for high risk and underserved populations, and
  • develop and implement comprehensive quality assurance plans, to include identification and review of critical incidents; and
  • develop and implement comprehensive 988 communication plans in line with SAMHSA’s 988 partner toolkit.

Allowable Activities

Allowable activities are an allowable use of funds but are not required. Allowable activities may include:

  • Work with 988 crisis centers to support integrated peer services by hiring credentialed peers with lived experience that reflect the characteristics of the communities served. Peers should be hired with attention to common characteristics such as gender, race, primary language, ethnicity, religion, tribal/American Indian/Alaska Native status, Veteran status, gender identity and sexual orientation, disabilities, lived experiences and age. This plan should include integrating peers within 988 crisis operations,  having peers help coordinate 988 emergency and mobile crisis services, and  including peers in follow-up contacts to 988.
  • Develop an evaluation plan measuring effectiveness, return on investment (ROI), or the quality of 988 services within the state or territory.
  • In collaboration with SAMHSA and the 988 Network Administrator, develop new population-based 988 centers or services to improve the linguistic and cultural services of the state or territory’s 988 response.

Eligibility Criteria

State and territorial government agencies, including the District of Columbia; Guam; the Commonwealth of Puerto Rico; the Northern Mariana Islands; the Virgin Islands; and American Samoa. SAMHSA will only make one award per state and territory. If SAMHSA receives more than one application from a state or territory, SAMHSA will fund the application with the highest priority score.
