The City of La Mesa is excited to pilot an e-bike (electric bike) incentive program to promote biking as a main form of transportation for people who live and/or work in the City of La Mesa.

As transportation is the primary source of air pollution and greenhouse gas emissions in La Mesa, reducing car trips will contribute to cleaner air and a healthier environment for the community. This pilot program is funded by a grant from San Diego Community Power.
The City of La Mesa has partnered with the San Diego County Bicycle Coalition (SDCBC) to provide a mandatory free virtual class for approved applicants. Proof of participation is required to receive the e-bike voucher. There will also be free optional public in-person events and classes throughout the year that program recipients will be encouraged to attend.
Voucher Amounts
All vouchers will be paid directly to the participating retailer and will be honored at point-of-sale when recipients purchase an eligible e-bike.
- Standard Voucher: Approved participants receive an incentive voucher of $800
- Income Qualified Voucher: Approved eligible participants receive an incentive voucher of $1,200.
Eligible Equipments
- Eligible E-Bikes: Incentive vouchers can be used to purchase two classes of e-bikes equipped with an electric motor:
- Class 1: Pedal-assist only, with a maximum speed of 20 mph
- Class 2: Includes throttle-assisted power but cannot exceed 20 mph
- Eligible e-bikes must have:
- UL 2849 Listing (Underwriters Laboratories safety standard for e-bikes)
- A motor of 750 watts or less
- Two or three wheels
- Fully operable pedals.
Eligibility Criteria
- Be a resident or an employee of a business within the City of La Mesa
- Be 18 years of age or older
- If applicable, provide the necessary documentation to be eligible for the Income Qualified Voucher
- Limit one e-bike rebate per household
- Provide proof of residency. Proof of residence is not required with application submission. If you are selected and notified, you will then be asked to submit your proof of residence:
- Identification card or driver’s license with your La Mesa address
- Official mail with recent date, resident name, and your La Mesa address (recent utility bill, bank statement, credit card statement, voter registration)
- Provide proof of employment of a business within the City of La Mesa. Proof of employment is not required with application submission. If you are selected and notified, you will then be asked to submit your proof of employment of a business that is located within the City of La Mesa
- Recent 2025 pay stub from your La Mesa employer
- Direct deposit showing regular deposits from your La Mesa employer
- Tax records showing tax withholdings from your La Mesa employer, like a W-2, where the employer’s address is included
- Business license with La Mesa business address and matching name of applicant
- Vouchers must be used only at Stay True Cycleworks, the program’s authorized retailer
- Vouchers can only be used to purchase an e-bike from the Eligible Equipments.
