The purpose of the matching grant program is to provide financial assistance for neighborhoods to complete neighborhood projects. Neighborhood associations can receive up to $7,500 in grant funding, and after successfully completing one grant project, they can apply for up to two grants per application cycle, but no more than $10,000 can be awarded to any association per year. If two grant applications are submitted, they must be for different projects (i.e., they cannot combine to achieve more than $7,500 for the same project).
The Neighborhood Grant Program is a matching grant, so that means you and your neighborhood association must put some investment into your neighborhood too. The match requirement can be met with cash, in-kind donations, and volunteer hours. However, any projects that are ultimately owned by the City of Waco, such as new identity signs or park benches, do not require a match.

- Neighborhood events
- Park amenities
- Benches
- Neighborhood identity signs or sign toppers
- Equipment to assist in solving illegal dumping hot spots
- Cultural, social, or recreational activities
Eligibility Criteria
Neighborhood Eligibility
In order to be eligible for the Neighborhood Grant Program, neighborhood associations must:
- Be a part of a City of Waco neighborhood association.
- Have by-laws governing the organization.
- Have Articles of Incorporation or Certificate of Formation filed with the Secretary of State and be in good standing.
- Have membership open to all those living within their boundaries (and per the bylaws).
- Have a Federal Tax Identification Number to complete IRS Form W-9.
- Have a bank account in the name of the neighborhood association.
- Submit the application by the deadline.
- Agree to submit the required project progress reports and final report.
Project Eligibility
Your neighborhood project is eligible for consideration of grant funding if it:
- Supports neighborhood goals,
- Is highly visible and accessible from the public realm,
- Has a community benefit,
- Enlists community participation and/or community support,
- Results in an enhancement of the neighborhood,
- Is feasible for completion within the given timeframe,
- Has a plan and dedicated funding source for maintenance of the project (if applicable),
- Involves the benefiting neighborhood in project identification, planning and execution, and
- Is within Waco city limits.
