With this solicitation, NIJ, in collaboration with the Office for Victims of Crime (OVC), seeks to build upon its research and evaluation efforts to better understand, prevent, and respond to trafficking in persons in the United States. Applicants should propose research and evaluation projects that have clear implications for criminal justice policy and practice in the United States. This solicitation will seek applications for research and evaluation projects to address two categories: victimization and prevalence, and  technology and trafficking.

NIJ will give special consideration to proposals with methods that include meaningful engagement with the people closest to the subject of study, including practitioners as well as community members representing crime victims, people under criminal justice supervision, and members of high-crime communities.

NIJ will prioritize applications that focus on:

  • Outcome evaluations for any of the breadth of trafficking victim services, which may include but are not limited to: case management; housing; physical, mental, and behavioral health services; employment services, and legal services. Models could include approaches like rapid rehousing, peer support, clinical interventions for posttraumatic stress disorder, and holistic, wrap-around services.
  • Evaluations of trauma-informed approaches used by victim service providers and/or the criminal justice system.
  • Evaluations of multiple models for each kind of service.
  • Evaluations involving multiple locations or organizations.
  • Evaluation replications.
  • Evaluations of services for underserved populations that look at disparities in outcomes across groups.

Goals 

The goal of this solicitation is to better understand, prevent, and respond to trafficking in persons in the United States and to provide federal, state, local, and tribal stakeholders with knowledge and tools to more effectively address trafficking in persons.

Objectives

Overall, this solicitation seeks to support projects that:

  • Address trafficking victimization and/or prevalence measurement (including evaluations).
  • Address the intersection(s) of technology and trafficking.

  • Anticipated Total Amount To Be Awarded Under This Solicitation: $3,000,000
  • Category 1: Victimization and Prevalence: $2,500,000
  • Category 2: Technology and Trafficking: $500,000
