The United Way of Wyoming Valley is seeking applications for its Wilkes-Barre City American Rescue Plan Non-Profit Assistance Program to recognize the value and importance of the nonprofit human services agencies that are located in the city.

These organizations not only serve individuals and families in need of assistance, they add to the city’s economic base by employing workers, purchasing goods and services, and maintaining properties. As part of the American Rescue Plan, the city has received $37.1 million dollars and would like to use a portion of this amount to fund grants that will help strengthen the many human service agencies located in the city.
The United Way of Wyoming Valley is honored to administer this program on behalf of the city of Wilkes-Barre and will do so with transparency, fairness and integrity.
Grants will generally from $10,000 to $75,000 and are intended to address the impacts of the pandemic which have been most severe among low income and at-risk populations.
Information on Grant Awards
- Any amounts awarded as part of this grant program will be impacted by the availability of funding, the number of applications, the size of the organization, and by other information provided on the application.
- Although the minimum grant award is expected to be $10,000, the minimum amount awarded will not exceed 50% of previous year’s operating revenue.
- Only complete applications will be considered.
Program Eligibility
- Grants are available for tax exempt human service, nonprofit organizations; only those organizations with a tax-exempt status of 501(c)3 are eligible for American Rescue Plan funding.
- Eligible nonprofit human services organizations must have a physical operation and an address in the city of Wilkes-Barre, PA.
- Eligible nonprofit human services organizations must have been in operation since July 1, 2019.
- Applicants will verify tax status by submitting their most recent IRS Tax Exempt Letter.
- Eligible nonprofit human services organizations must be in good standing with the Pennsylvania Department of State, and will provide a current Certificate of Good Standing from the state.
Ineligible Nonprofit Organizations
- Nonprofits that do not have a physical location based in Wilkes-Barre, PA.
- Nonprofits that are not human service organizations.
- Nonprofits engaged in any activity that is illegal under federal, state or local law.
- Nonprofits engaged in any socially undesirable activities, or those that may be considered predatory in nature, such as pawnshops, rent to own, check cashing or adult bookstores.
- Nonprofits controlled by a board member or officer that has ever obtained a direct or guaranteed loan from the State of Pennsylvania or any federal agency that is currently delinquent or has defaulted within the last seven years and caused a loss to government.
- Nonprofit government-owned entities or elected official offices.
- Nonprofits primarily engaged in political or lobbying activities.
- Nonprofits are ineligible if any board member or officer of the applicant is incarcerated, on probation, on parole; presently subjected to an indictment, criminal information, arraignment, or other means by which formal charges are brought in any jurisdiction; or has been convicted of a felony involving fraud, bribery, embezzlement, or a false statement in a loan application or an application for federal financial assistance within the last five years or any other felony within the last year.
- Nonprofits that are not traditionally defined as human service organizations, such as hospital systems, nursing homes, churches, colleges, economic development agencies, etc., are not eligible for funding.
- Nonprofit corporations that are closely linked i.e., subsidiaries of the same holding company, or sharing the same CEO, staff, or Board members, can only be approved for one grant.
