The purpose of this funding opportunity is to support building or sustaining security enhancement projects for federally-recognized tribes that fall within one of the Cal OES HSGP Investment Justifications (IJs). The whole community approach is inclusive of local units of government, tribes, and nonprofit organizations, including partners at the state level. Preparedness activities must address high-priority preparedness gaps across one or more of the 32 core capabilities. All proposed activities MUST have a direct nexus to the Prevention, Protection, Mitigation, Response, or Recovery from acts of terrorism. Based on the national risk profile for FY 2023, FEMA has prioritized grant funding to support closing capability gaps or sustaining capabilities that address National Priority Areas. Projects that align with the National Priorities are strongly encouraged.
Proposed projects should be shovelready and must support one of the IJs listed below:
- Enhance Information and Intelligence Sharing and Cooperation with Federal Agencies, including DHS (National Priority);
- Enhance the Protection of Soft Targets/Crowded Places (National Priority);
- Enhance Cybersecurity (National Priority);
- Enhance Community Preparedness and Resilience (National Priority);
- Combat Domestic Violent Extremism (National Priority)
- Strengthen Emergency Communications Capabilities through Planning, Governance, Technology, and Equipment;
- Enhance Medical and Public Health Preparedness;
- Strengthen Information Sharing and Collaboration (non-Fusion Center);
- Enhance Multi-Jurisdictional/Inter-Jurisdictional All-Hazards/Whole Community Incident Planning, Response & Recovery Capabilities;
- Protect Critical Infrastructure and Key Resources (includes Food and Agriculture);
- Enhance Election Security (National Priority).
