Details:

The CDBG program was enacted in 1974 under the Housing and Community Development Act or HCDA. Prior to this point in time, there were numerous federal programs which addressed community development issues.

The city will give priority to activities addressing homelessness and projects related to the development of affordable housing and associated services.

CDBG funded projects/activities must also meet one of the following three national objectives:

  • Benefit low- to moderate-income persons
  • elimination of slum and blight
  • meet an urgent need (such as mitigating a community emergency).

National Objectives

  • The authorizing statute of the CDBG program requires that each activity funded, except for program administration and planning activities, must meet one of three national objectives.
  • The three national objectives are:
    • Benefit to low- and moderate- income (LMI) persons;
    • Aid in the prevention or elimination of slums or blight; and
    • Meet a need having a particular urgency (referred to as urgent need).
  • To meet the housing national objective, structures must be occupied by low/mod households:
    • Single-family structures must be occupied by LMI household
    • At least one unit of a duplex must be occupied by LMI household
    • At least 51% of 3+ units/multi-family structure must be occupied by LMI households
  • To meet the jobs national objective, the activity must create or retain permanent jobs, at least 51 percent of which will be made available to or held by LMI persons.

Eligible Applicants

  • This application process is open to state-certified 501(c)(3) organizations that have been in operation for at least two years.
  • Beneficiaries will be residents of the City of Orlando
