2023 Request for Proposals for CDBG Public Services – Kansas

The City of Manhattan is requesting proposals from qualified 501(c) (3) non-profit organizations for the provision of public service activities that address the needs of Low to Moderate Income (LMI) persons.

Details:

The City of Manhattan expects the U.S. Department of Housing and Urban Development (HUD) to allocate an annual formula grant, through the Community Development Block Grant (CDBG) Program. This allocation will be for Program Year (PY) 2023, which will begin July 1, 2023 and end June 30, 2024.

The City is permitted to designate up to 15% of its annual CDBG allocation for eligible Public Services that are defined as services benefitting low and moderate-income persons residing within the City. LMI clients are defined by HUD as those persons or families that receive less than 80% of the Manhattan Metropolitan Statistical Area (MSA) Median Family Income

Grant Period

This allocation will be for Program Year (PY) 2023, which will begin July 1, 2023 and end June 30, 2024.

Eligible Activities

The following is a list of eligible Public Service activities and descriptions provided to Limited Clientele or LMI persons and households that may be used to propose funding:

  • Senior Services:
    • Services for the elderly may be used for an activity that serves both the elderly and disabled persons provided it is primarily to serve elderly persons. If primarily for persons with disabilities, propose funding for Services for Persons with Disabilities instead.
  • Services for Persons with Disabilities:
    • Services for the handicapped, regardless of age.
  • Legal Services:
    • Services providing legal aid to low- and moderate-income (LMI) persons. If the only legal service provided is for the settlement of tenant/landlord disputes, propose funding for Tenant/Landlord Counseling.
  • Youth Services:
    • Services for young people age 13 to 19 that include, for example, recreational services limited to teenagers and teen counseling programs. Also use this category to request funds for counseling programs that target teens but include counseling for the family as well. For services for children age 12 and under, use Child Care Services to request funding; for services for abused and neglected children, propose funding for Services for Abused and Neglected Children.
  • Transportation Services:
    • General transportation services. Transportation services for a specific client group should use the activity for that client group. For example, use Senior Services for transportation services for the elderly.
  • Substance Abuse Services:
    • Substance abuse recovery programs and substance abuse prevention/education activities. If the services are provided for a specific client group, the activity for that client group may be used instead. For example, substance abuse services that target teenagers may use either this activity or Youth Services.
  • Services for Victims of Domestic Violence, Assault or Stalking:
    • Services for victims of domestic violence, dating violence, sexual assaults or stalking. For services limited to abused and neglected children, use Services for Abused and Neglected Children.
  • Employment Training:
    • Assistance to increase self-sufficiency, including literacy, independent living skills, and job training.
  • Crime Awareness/Prevention:
    • Promotion of crime awareness and prevention, including crime prevention education programs and paying for security guards.
  • Fair Housing Activities:
    • Fair housing services (e.g. counseling on housing discrimination) that meet a national objective if proposed as a Public Service.
  • Tenant/Landlord Counseling:
    • Counseling to help prevent or settle disputes between tenants and landlords.
  • Child Care Services:
    • Services that will benefit children (generally under age 13), including parenting skills classes. For services exclusively for abused and neglected children, use Services for Abused and Neglected Children.
  • Health Services:
    • Services addressing the physical health needs of residents of the community. For mental health services, use Mental Health Services.
  • Services for Abused and Neglected Children:
    • Daycare and other services exclusively for abused and neglected children.
  • Mental Health Services:
    • Services addressing the mental health needs of residents of the community.
  • Screening for Lead Poisoning:
    • Activities undertaken primarily to provide screening for lead poisoning.
  • Subsistence Payments:
    • ort-term (not direct and for no more than three months) emergency payments on behalf of individuals or families; generally for the purpose of preventing homelessness. Examples include utility payments to prevent cutoff of service and rent/mortgage payments to prevent eviction.
  • Homebuyer Assistance – Homebuyer down payment assistance provided as a PUBLIC SERVICE. Excludes housing counseling under 24 CFR 5.100, subject to Public service cap Rental Housing Subsidies – must be carried out by CBDOs or 105(a) (15) entities.
  • Security Deposits:
    • Tenant subsidies exclusively for payment of security deposits.
  • Housing Counseling:
    • Housing counseling for renters, homeowners, and/or potential new homebuyers that is provided as an independent public service (i.e., not as part of another eligible housing activity).
  • Housing Information and Referral Services:
    • Activities that provide housing information, education and referral services or general budget/financial counseling that are not provided in Housing counseling (above).
  • Food Banks:
    • Costs associated with the operation of food banks, community kitchens, and food pantries, such as staff costs, supplies, utilities, maintenance, and insurance.
