As amended, the funds are authorized under the Housing and Community Development Act of 1974 and received from the U.S. Department of Housing and Urban Development (HUD). The City of Janesville administers these funds. The funds may be used for various activities which principally benefit low- and moderate-income persons.
The overall goals of the CDBG program are to provide decent housing, a suitable living environment, and expanded economic opportunities. The goals of the HOME Program are to buy, build, or rehabilitate affordable housing for rent or homeownership or to provide direct homebuyer assistance to low to moderate-income individuals. Projects funded with CDBG grants must also serve low to moderate-income individuals, eliminate blight or address an urgent community need (i.e., disaster).
