Philip S. Miller awards are allocated through an annual competitive grant process for charitable, scientific, literary and educational purposes.

The funds, received by the County annually since the establishment of the Philip S. Miller Trust in 1980, are distributed to enhance the quality of life for citizens in Douglas County. The County is grateful to have awarded nearly $8 million in community grant funds to 80 organizations since becoming one of nine Trust beneficiaries more than 40 years ago.

Thanks to the generous spirit and forethought of Philip S. Miller and his wife, Jessie, the vital programs funded through the Trust cast a wide safety net throughout the County by delivering programs and services such as suicide prevention, medical assistance, mental health services, emergency assistance, and support for seniors and school-age children.

Eligibility Criteria

Douglas County has multiple opportunities to apply for grant funding. Grant funds are limited and it is recommended that you review the criteria of each grant and apply to the grant that best fits your organization or project.

  • Applicants must be a 501(c)3 or 501(c)4 organization that serves Douglas County residents.
  • Applicants may apply for a variety of programs, but preference will be given to organizations proposing to provide services and outcomes that address self-sufficiency, at-risk youth, suicide prevention, senior programming, and gaps in medical and mental health services.
  • An evaluation tool will be utilized to review the applications, which includes, but is not limited to, the following criteria:
    • Does the proposal meet a Board of County Commissioners’ priority?
    • Does the organization have secure financial resources?
    • Will funds requested be combined with other funding sources, or leveraged, to maximize benefits to the community?
    • Will funds help launch a new program?
    • Does the organization have the capacity to administer the grant funds and proposal?
    • Does the proposal involve partnering or working with one or more other organizations?
