City of Springfield has announced the Neighborhood Economic Recovery Fund to ensure that neighborhood businesses and institutions, which are at the core of neighborhood life, have the resources to not simply recovery from the impacts of the pandemic, but to partner with the City towards ensuring Springfield’s neighbrhood centers and the surrounding area include sufficient housing choices, pedestrian and complete streets infrastructure, shopping and services, fresh food accessibility, health care, parks, office space, have easy access to educational, community and cultural programming with an intentional focus on disproportionately impacted communities, equity and inclusion.

The City is releasing two applications under the Neighborhood Economic Recovery Fund:
- The General Neighborhood Economic Recovery Fund Application is for individuals, businesses, non-profits and/or neighborhood organizations to seek funding for projects within Qualified Census Tracts (QCTs) which can be viewed on “Map 1 – Qualified Census Tracts
- Eligible Project Catergories are as follows:
- Public and Commercial Space Activations
- Digital Equity Projects
- Communications Infrastructure
- Upgrading to the New Economy
- Resident Outreach and Neighborhood Capacity Building
- Essential Community Facilities
- Other Economic Recovery Projects
- Eligible Project Catergories are as follows:
- The Neighborhood Business District Capital Improvement Application is for neighborhood organizations/councils or non-profit organizations to submit proposed capital improvement projects that will strengthen neighborhood commercial districts by improving walkability, pedestrian safety, air quality and contribute to the revitlization of neighborhood business districts. Applicants will not recieve funding through this process, instead it will be utilized by the City to determine how ARPA and Community Development Block Grant – CARES Act (CDBG-CV) funding will be allocated for neighborhood capital improvements. Projects and subsequent construction will be managed by relevant city departments. Applications for capital improvement requests will be accepted from neighborhood councils that have business districts that fall within all areas that are colored blue, purple or pink on “Map 2 – QCTs and CDBG Eligible Areas” .
